In 2018, DCR, through a competitive procurement, DCR395, contracted with Tighe & Bond, Inc., to complete design drawings, specifications, permitting, cost estimates, bidding assistance services and construction support services. Following the construction award in 2018, this contract was not extended due to project funding delays.
The Department is posting this Notice rather than conducting a full procurement because the Department believes this opportunity represents best value to the Commonwealth and is utilizing this Due Diligence Posting to ensure that the process is open, fair and competitive.
