Enterprises (MBEs) and Women-owned Business Enterprises (WBEs) to submit proposals.
All proposals must be submitted in a sealed envelope marked "Proposal for DRA Engineering Services." Do not

Qualifications - List the qualifications of persons to be assigned to the project.
Experience - Describe the firm's experience and projects previously undertaken, including the type and
amount of grants awarded, project activities, and the status of the projects.
Capacity for Performance - Identify the number and title of staff assigned to provide services.
The County will designate a selection committee to evaluate and rank proposals based on the published
evaluation factors. The committee may hold proposals for a period not to exceed thirty (30) days after the
submission deadline to review proposals and investigate the qualifications of the firms and assigned individuals.
The County reserves the right to reject any or all proposals.
The County will negotiate a fair and reasonable fixed-price contract with the highest-ranked qualified firm or
individual. If a satisfactory agreement cannot be reached, the County may formally terminate negotiations and
proceed to the next highest-ranked qualified firm or individual. Contract award is subject to DRA funding and
satisfaction of applicable pre-contract requirements. The contract will include the scope and extent of work and
other essential requirements. A separate contract will be executed for each awarded project. The County may
