This is a combined synopsis/solicitation for commercial products prepared in accordance with the Format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-04 dated June 11, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The NAICS Code is 541380 – Testing Laboratories and Services with a small business size standard of $19.0M. The solicitation number is 6923G525Q0621.

**NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing.

DESCRIPTION OF WORK: The Contractor shall provide services for the operation and testing of potable water and wastewater systems. All in exact accordance with this solicitation and attached Performance Work Statement (PWS).

PLACE OF PERFORMANCE/ACCEPTANCE: The awarded vendor will perform services at Eisenhower Lock, Snell Lock, and the GLS Maintenance Base as specified within the PWS.

QUESTIONS DUE DATE: Questions must be sent via e-mail to chora.snyder@dot.gov arriving no later than July 07, 2025, 2:00 PM EST. After this due date further requests may not be accepted due to time constraints. For questions regarding this solicitation, email chora.snyder@dot.gov.

QUOTE DUE DATE: July 18, 2025, 2:00PM EST

Quotes must be sent via e-mail to chora.snyder@dot.gov, no later than July 18, 2025, 2:00 PM EST.

SITE VISIT: July 01, 2025, 10:00AM EST. Participants should meet at GLS Maintenance Base, 251 Fregoe Road, Massena, NY 13662. Attendees should confirm their attendance via e-mail to chora.snyder@dot.gov no later than June 30, 2025, at 2:00PM EST.

Each quoter shall furnish the information required by the solicitation, which includes:

1. Cover letter with point of contact name, email address, phone/FAX number, physical address, and Unique Entity Identifier (UEI), business size under NAICS Code 541380, and payment terms.

2. Signed copies acknowledging solicitation amendments, if applicable.

3. Statement of Acknowledgement that offeror holds an active registration at https://www.sam.gov.

4. Offeror’s Technical Response.

5. Offeror’s Past Performance Response.
