Subject: Request for Proposal (RFP): Water and Sewer Line Maintenance Services
The Town of Kingstree is seeking proposals for comprehensive, on-call preventative
maintenance, routine cleaning, and emergency repair services for our water distribution
and sanitary sewer infrastructure.
We invite you to bid for the cost to perform required standard operations and maintenance
for one year from the date of contract. Bid includes all charges for operations during
normal (non-holiday) business hours (8 AM – 5 PM, Monday- Friday) for a water and sewer
system that currently serves 2750 customers.
The proposal should be based on the following scope of work and requirements:
1. Scope of Work
The contract will cover routine and emergency maintenance, including but not limited to:
Routine Preventive Maintenance:
A. Daily checks, including weekends and holidays, of ground water wells and
storage tanks.
Daily visual on-site checks of wells and storage tanks.
Standard daily residual chlorine checks.
Daily pump, chemical, and pressure checks.
B. Water sample collection and lab analysis to meet SCDES and EPA
requirements.
Routine/scheduled sampling and delivery to lab.
Extra sampling, delivery, lab and test if required due to a major line
break or other causes
C. Maintaining leak detection, fire hydrant, and valve maintenance.
Water usage reports and basic audits.
D. Installing new water and/or sewer taps.

Required DES inspections
All necessary changes, upgrades, or recommended repairs
Any changes, upgrades or repairs that require excessive supplies
(paint, parts, flags, fans, etc.) or labor (paint, installation,
replacement, etc.)
F. Perform all minor repairs necessary for system operation.
Scheduled line cleaning
CCTV camera inspections
Clearing of blockages
G. Additional services:
Sewer line cleaning with a jet machine.
Storage tank maintenance
Manhole inspection.
Air relief valve inspection.
Water and sewer tap installation.
Assisting contractor with repairs, line testing or installs.
Perform additional odd jobs/work orders that may arise that are water
or sewer related.
Fire hydrant repair.
Equipment rental of unique or additional required machines.
Contractor costs for major repairs beyond the scope of capabilities.
Emergency management due to natural, environmental, or human
cause disaster.
Any items not specifically listed as “included” in standard operations.
Emergency Repair Services: 24/7 on-call availability for line breaks, leaks, fire
hydrant, sewer backups, valve and storage tank maintenance and catastrophic
system failures.
Restoration: Excavation, paving, and landscaping restoration in the repair zone, if
applicable.
2. Proposal Requirements
Please include the following in your submitted bid along with fees for parts, labor, and
heavy equipment if needed:
Rate Sheet: Itemized hourly labor rates for both regular business hours and after-
hours/emergency response.
Equipment & Materials: Your standard markup on parts, materials, and specialized
heavy machinery.
Qualifications & References: Proof of valid contractor licensing, insurance, and at
least three references for similar municipal or commercial contracts completed in
the past five years.
Response Time: Guaranteed response times for both scheduled maintenance and
emergency calls.
