REQUEST FOR
QUALIFICATIONS
Highway 4 and 24 Water Association requests proposals to provide legal services in association with the award of a wastewater system improvement loan through the Drinking Water State Revolving Fund (SRF) program.
Legal services will be in accordance with Arkansas Development Finance Authority and the SRF requirements and shall include but not be limited to the following:
1. Preparation of User Rate Ordinance;
2. Preparation of Bond Ordinance;
3. Preparation and execution of Bond Purchase Agreement;
4. Other legal services as required in conjunction with the loan.
Each interested firm will be required to submit one (1) hard copy and one (1) PDF copy of a Statement of Qualifications for the water system improvement loan that includes:
1. Identification of the legal name, office location(s), and principal owner(s) or partner(s) of the firm;
2. A statement of the proposer’s understanding of the project;
3. A list identifying the location, owner, cost, brief description, and disposition of work which is comparative in nature to the project considered under this proposal;
4. A resume of the qualifications and experience of each member of the proposer’s staff and any other technical consultants who may be employed for this project.
The hard copy of the Statement of Qualifications should be submitted to: President David Richardson, Highway 4 and 24 Water Association P.O. Box 68 Chidester, Arkansas 71726 by 2PM on June 4, 2026. The PDF copy should be sent to: david23moty@gmail.com . Firms that provide a Statement of Qualifications may be asked to participate in an interview prior to final selection. Interview expenses shall be borne by the firm.
The selection process will conform to the provisions outlined in the Arkansas Code Annotated 19-11-801-806 and federal regulations 40CFR Part 31.36 and OMB Circular A-102.
