Sealed Bids: Sealed Proposals for Disaster Debris Removal & Monitoring Services for the Thomas County Board of Commissioners will be received until 2:00 p.m. Friday, December 27, 2021, at the office of the Thomas County Board of Commissioners, 116 West Jefferson Street, 2nd Floor, Room #220, Thomasville, GA 31792, or mailed to P.O. Box 920 Thomasville, GA. 31799, each bid must be submitted in a sealed envelope addressed to Nisha Thurman, Purchasing and marked as follows: Bid for “Disaster Debris Removal and or Monitoring Services”. Bids received after this time will not be considered. The Bid documents can be requested by emailing Nisha Thurman at Nisha.Thurman@thomascountyga.gov. Thomas County may reject any and all bids, and must reject a bid of any party who has been delinquent or unfaithful in any formal contract with Thomas County. Also, the right is reserved to waive any irregularities or informalities in any bid in the bidding procedure. Thomas County will be the sole judge as to which bid is best, and in ascertaining this, will take into consideration the business integrity, financial resources, facilities for performing the work, and experience in similar operation of the various bidders. No bid may be withdrawn after the closing time for receipt of bids for a period of (90) ninety days. Bonds: All bid forms must be accompanied by a Bid Bond in the amount of Two Hundred Fifty Thousand Dollars (250,000.00) with an “A” rated surety company. The successful bidder, if awarded the contract, will be required to furnish a Performance Bond and Payment Bond each in the amount of at least Five Million Dollars ($5,000,000.00) with a surety authorized and licensed to do business in Georgia. The surety shall also be an approved surety in Georgia listed on the United States Department of the Treasury’s listing of Approved Sureties (Circular 570, found at http://fms.treas.gov/c570/c570.html# certified). Such Performance Bond and Payment Bond shall be executed by the Contractor. Scope of Work: The objective of the RFP and subsequent contracting activity is to secure the services of an experienced debris removal and disposal monitoring contractor who is capable of efficiently and effectively monitoring the removal and disposal of large volumes of debris generated by the disaster. The successful Monitoring Contractor must be capable of hiring, directing, and managing monitors and the monitoring activities required under the terms of the contract until completion of all debris removal and disposition.
