REQUEST FOR
QUALIFICATIONS
The Highway 4 and 24 Water Association is soliciting engineering services for a water system improvement loan through the Drinking Water State Revolving Fund (SRF) program. The engineering services will be in accordance with the Arkansas Natural Resources Commission’s requirements for each SRF program and will consist of, but not be limited to the following:
1. Preparation of a Pre-Application and Preliminary Engineering Report for the Water/Wastewater Advisory Committee and Water Plan Compliance;
2. Preparation of Environmental Documentation;
3. Preparation of a SRF loan application to meet Capacity Development Requirements (financial, managerial, and technical capabilities for sustained operation);
4. Designing and preparing plans and specifications for the water system improvements;
5. Preparation and implementation of an Operation & Maintenance Manual.
Each interested firm will be required to submit one (1) hard copy and one (1) PDF copy of a Statement of Qualifications for the water system improvement project that includes:
1. Identification of the legal name, office location(s), and principal owner(s) or partner(s) of the firm;
2. A statement of the proposer’s understanding of the project;
3. A list identifying the location, owner, cost, brief description, and disposition of work which is comparative in nature to the project considered under this proposal;
4. A resume of the qualifications and experience of each member of the proposer’s staff and any other technical consultants who may be employed for this project.
The hard copy of the Statement of Qualifications should be submitted to: President David Richardson, Highway 4 and 24 Water Association P.O. Box 68 Chidester, Arkansas 71726 by 2PM on June 4, 2026. The PDF copy should be sent to: david23moty@gmail.com Engineering firms that provide a Statement of Qualifications may be asked to participate in an interview prior to final selection. Interview expenses shall be borne by the firm.
The selection process will conform to the provisions outlined in the Arkansas Code Annotated 19-11-801-806 and federal regulations 40CFR Part 31.36 and OMB Circular A-102.
