    2026 Unit Priced Garage Door Repairs and Maintenance Services
    The City of Sedro-Woolley is soliciting bids under the city’s Small Works Roster utilizing MRSC Rosters
    for a unit priced (as needed) contract for garage door repairs and maintenance services that may occur
    throughout the course of the year. The annual tasked work will be on an as needed basis during the
    2026 calendar year and end on February 28, 2027. The estimated value will not exceed $35,000. The
    actual value will vary, with no minimum amount guaranteed.
    Instructions to Bidders:
    This solicitation consists of hourly rates for a typical crew and equipment to perform garage door repairs,
    or servicing on a unit price (hourly) basis as requested by Task Order. Examples of work to be performed
    are:
    1. Broken spring repairs or adjustments
    2. Broken cable repair
    3. Bent or broken track or hinge repairs
    4. Adjust chain or belt tension
    5. Safety sensor repairs, or alignment
    6. Lubrication
    7. Garage door opener replacement
    8. Troubleshooting issues with controls and openers
    Locations and Times: Contracted work will take place at various locations within city limits including, but
    not limited to, Fire Stations, Public Works Facilities, City Parks, and General Facilities. The successful
    bidder must have technicians available for an emergency call-out 24 hours per day. It is a requirement
    that bidders be able to respond to an emergency within 4 hours of being called.
    Bid proposals shall include total costs including obtaining necessary licenses and permits (local and/or
    state), mobilization, labor, tools and equipment necessary to safely complete the job, hauling off of any
    waste and cleanup of the sites.
    *This contract may be renewed for an additional 1-year period after the initial year if both parties
    agree to maintain the contract terms and pricing.
    Materials: For materials used during the course of scheduled work, the city shall be billed for the actual
    cost of all materials, equipment, and supplies purchased for the work, including applicable sales tax,
    freight, and delivery charges. A markup of 15% shall be added to the total material cost to cover the
    Contractor’s overhead (RCW 39.04.235), the submittal of material invoices will be required to support
    each invoice.
    Materials and Construction provided for this project will be per City of Sedro-Woolley Public Works
    Department Standards and the current edition of the National Electrical Code.

    Unit Priced Garage Door Repairs & Maintenance Services for insurance, bonding, prevailing wage
    provisions and other provisions applicable to this contract.
    State prevailing wage rates per Washington State Department of Labor and Industries are required. For

    RCW 39.04.350 establishes bidder responsibility criteria. Before the City accepts a contractor’s bid, the
    contractor must:
    Be a registered contractor at time of bid submittal (RCW 18.27.020)
    Have a current state Unified Business Identifier (UBI) number.
    Have industrial insurance coverage as verified by WA Labor and Industries (RCW Title 51)
    Have an Employment Security Department number (RCW Title 50)
    Have a state Excise Tax Registration number (RCW Title 82)
    Have never been disqualified from bidding under RCW 39.06.010 or 39.12.065(3)
    If bidding on a public works project subject to the apprenticeship utilization requirements in RCW
    39.04.320, must not have been found out of compliance by the WA State apprenticeship and
    training council under chapter RCW 49.04 for the one-year period immediately preceding the date
    of the bid solicitation.
    Bidders must have received training on the requirements related to public works and prevailing
    wage under RCW chapters 39.04.350 and 39.12.
    Bidders within the three-year period immediately preceding the date of the bid solicitation, may
    not have been determined by a final and binding citation and notice of assessment issued by the
    WA Labor and Industries or through a civil judgement entered by a court as defined in RCW
    49.48.082, any provision of 49.46, 49.48, or 49.52 RCW.
    Bidders shall register or maintain registration on MRSC Rosters at http://www.mrscrosters.org prior to
    bid solicitation. Bidders not on the roster prior to the bid solicitation will be considered non-responsive.
    Successful bidders must have or shall obtain a Sedro-Woolley business license at https://dor.wa.gov/city-
    license-endorsements/sedro-woolley prior to any payment and be current with all applicable licenses,
    taxes, and fees owed to the City of Sedro-Woolley.
    Interested contractors are to submit the requested forms as provided and have completed training prior
    to bid submittal:
    Bid Proposal Form utilizing the form provided.
    Supplemental Bidder Responsibility Criteria including references utilizing the form provided.
    Certification of Compliance with Wage Payment Statutes utilizing the form provided.
    Current Rate Sheet including labor and equipment rates may provide on company letterhead.
    Must have received training related to the public works and prevailing wage requirements or be
    exempt as verified by WA Labor and Industries (RCW 39.04.350(1)(f)) prior to bid submittal.
    Proposals are due by 2 pm on Thursday, April 23, 2026. A formal bid opening will not be held.

    The award for this project will be based on the lowest responsive bid. Award selection will consist of
    comparison of proposals per the attached sample project, a review of qualifications and references, and
    capacity to respond within the time frame stated.
    The City of Sedro-Woolley reserves the right, without any liability on our part, to accept a proposal of the
    bidder submitting the lowest responsible bid, to reject any or all bids, revise or cancel the work to be
    performed, or do the work otherwise, if the best interest of the City is served thereby.
