NOTICE TO CONTRACTORS
VILLAGE OF EVERGREEN PARK
2026 SEWER LINING
I. TIME AND PLACE OF OPENING OF BIDS: Sealed Proposals for the improvement described herein will be received at the office of the Village of Evergreen Park, 9418 South Kedzie Avenue, Evergreen Park, IL 60805, until _10:15 a.m., on the 28
th
day of April, 2026 , and will be publicly opened and read at that time.
II. DESCRIPTION OF WORK: consists of lining sanitary and storm sewers with the cured-in-place pipe method.
III. INSTRUCTIONS TO BIDDERS:

All applicable work will be in conformance with the "Standard Specifications for Water and Sewer Main Construction in Illinois, dated 2020, and portions of the “Standard Specifications for Road and Bridge Construction", dated January 1, 2022.
B. Plans and proposal forms will be available for download only from QuestCDN via the Novotny Engineering website,

, “Bidding” tab, for a non-refundable charge of $40.00. Please contact Novotny Engineering (630-887-8640) to obtain the QuestCDN password.
Proposal forms are non-transferable. Only those Proposals that have been obtained from, and with the approval of, Novotny Engineering will be accepted at the bid opening.
C. Only qualified Contractors who have demonstrated that they have performed satisfactorily on projects of similar nature will be entitled to receive a Proposal document. Contractors who have not previously demonstrated their ability to perform this type of work with the Engineer shall submit a "Statement of Experience" consisting of a list of previous projects of similar nature for evaluation by the Engineer in order to receive a Proposal document. The Owner reserves the right to issue a Proposal document only to those Contractors deemed qualified.
D. All Proposals must be accompanied by a Bank Cashier's Check, Bank Draft, Certified Check, or Bid Bond on the form provided in the bid document for not less than five percent (5%) of the total amount of the Bid, or as provided in the applicable sections of the "Standard Specifications".
E. No Bid may be withdrawn after opening of Proposals without the consent of the Owner for a period of sixty (60) days after the scheduled time of opening of Bids.
F. The Contractor will be required to furnish a labor and material "Performance Bond" in the full amount of the Contract.
G. The Contractor will be required to pay Prevailing Wages in accordance with all applicable laws.
IV. REJECTION OF BIDS: The Owner reserves the right to reject any or all Proposals, to waive technicalities, and to accept the Proposal deemed to be most favorable to the Owner.
