SCOPE OF WORK
REQUEST FOR PROPOSAL (RFP) FOR CONSTRUCTION MANAGER AT RISK (CMAR) SERVICES
Background
The City of Greenwood (City) is located geographically in the Upper Savannah region of the South Carolina
Piedmont. With a service area of approximately 14 square miles, it is the county seat of Greenwood
County and has a population of approximately 23,000.
The City owns and maintains three arcade structures along Main St in Uptown Greenwood. These arcades
were constructed in the early 1980s to encourage economic development with added access to second
story entrances of the historic buildings along Main Street. The design is such that much of the upper
building facades are covered or inaccessible for maintenance. Over the years, maintenance of the arcades
has become burdensome to the City due to the age of the structures, deteriorating roofs, and aging
elevator equipment.
Project Details
This scope of work proposed is to renovate the three existing two-story arcade structures. Boudreaux has
been contracted by the City as the Architect for these renovations. Proposed design modifications include
but are not limited to: removal of existing roof systems, removal of awning systems, reduce height of
second story columns, reduce height and re-roof elevator towers, replace elevators, remove signage and
provide new signage, remove some brick sections, provide new metal canopies over stairs, and provide
new canopies over second story business entrances.
Also, the City is strongly encouraging and actively promoting participation by adjacent property owners in
a coordinated building facade improvement effort. To support these improvements, the City is offering
façade improvement grants to eligible property owners to create a cohesive streetscape to complement
the arcade renovations. Proposed design modifications include but are not limited to: clean, repair, and
repoint brick; restore or enhance original architectural elements; repair or replace door and window
systems; enhance exterior lighting; and signage improvements.

Construction Manager At Risk (CMAR)
It is the intention of the City to select a CMAR to provide expertise to the Owner and Architect in pre-
construction and construction phase services for this project. Work shall be pursuant to the Agreement
between Owner and Construction Manager where the basis of payment is the Cost of Work Plus a Fee
with a Guaranteed Maximum Price (GMP) (AIA document A133-2019) and General Conditions.
The CMAR will serve as an integral part of the project team to provide expertise throughout the project.
In general, the CMAR shall provide project leadership and partner with the City, City’s Project Manager,
and the Architect/Engineer to work collaboratively during the design, construction and warranty periods
to serve the needs of the project. The CMAR shall provide and maintain an experienced, professional team
of individuals tailored to the size and complexity of this project, and who is capable of successfully
managing the scope of services defined in this RFP.

The CMAR’s work will be authorized in two phases – Preconstruction Services and Construction Phase
Services. The services to be performed by the CMAR as related to pre-construction phase activities will
include, but are not limited to
constructability reviews of design documents,
cost estimating and phasing,
permitting/process planning and coordination of the subcontractor/vendor solicitation and pre-
qualification,
projection of construction cost and cash flows.
The first phase of the CMAR’s work will be for pre-construction services only. Upon completion of the
preconstruction services of the project, the City will have the option to amend the contract in which the
scope of construction services and a construction cost for the construction phase of the project, along
with all bonding requirements shall be determined.
PROPOSAL FORMAT & CONTENT
Submission
Proposals are to follow the format listed below and are to contain information listed in this section. In
order to be responsive, proposals must address all items listed in this section.
1. Application (pages 1 & 2 above)
2. Cover letter introducing the firm and providing contact information for the person representing the
team during the RFP process. (limit 1 page)
3. Team Information (limit 3 pages)
a. Documentation verifying the Proposer possesses an appropriate and valid South Carolina
General Contractor’s License (Unlimited).
b. Organizational chart identifying members of the team, including subcontractors who
would be assigned to this project. The chart should clearly delineate roles and
responsibilities of the key team members, including Project Manager and Project
Superintendent. Please indicate the geographical location of all team members.
c. Qualifications of key team members and any partners to be used to fulfill the
requirements of the project. Please include any specialized experience, professional
registrations and certifications, roles and responsibilities on past projects of a similar
nature, and example projects where the team has worked together in the past.
d. Occupational Health and Safety Administration (OSHA) Experience Modification Ratio for
the past 5 years. List any OSHA fines to the company and note any respective jobsite
fatalities in the past 5 years with an explanation.
e. List any ongoing legal claims or suits.
4. Experience (limit 6 pages)
a. Provide a brief summary outlining experience with at least three (3) similar projects in the
last 10 years, including the date of the contract, type of contract/delivery method, general
project details, services performed, contact information of an individual representative
of the owner having knowledge of the firm’s work, cost of the project, duration of the
project, and project photos. For each project listed, compare the number of days in the
original schedule with the number for days taken for actual completion, and provide an

explanation if actual completion took more than ten (10) business days over the original
schedule.
b. Provide a matrix of the reference projects and indicate which team members provided
services for those projects.
c. Provide capabilities of preparing and utilizing the Critical Path Method (CPM) scheduling
technique.
5. Pre-Construction Services Fee (limit 2 pages)
a. Include a comprehensive narrative statement that illustrates the understanding of the
overall requirements of the project, the project budget and schedule constraints.
b. Please outline your proposed fee for pre-construction services based on the project
scope, including but not limited to cost estimating, scheduling, value engineering, and
coordination with design teams as outlined herein.
6. Construction Services Approach and Fee (limit 5 pages)
a. Provide a preliminary summary-level schedule of the project construction. Schedule
should reflect the Proposer’s methodology for effectively managing and executing the
work.
b. Describe your general approach to constructing the project, and how your team will
interact with the design team to seek design clarifications and resolve design
discrepancies in the field.
c. Describe your plan for delivering construction, including a summary of work that will be
self-performed. For subcontracted work, describe how you will select the best value
subcontractors and oversee and guarantee their performance.
d. Please provide an outline of your health and safety plan. Describe how your approach
applies to this Project. Describe the project staffing dedicated to the health and safety
program.
e. Describe how you will accomplish this project with minimal interruption of day-to-day
operations of the business and protect the Uptown patrons. Describe how you will ensure
public safety and site security during all phases of construction.
f. Provide a breakdown of your proposed general contractor fee, including overhead and
profit, as a percentage of the total construction cost or as a lump sum. Please specify any
additional costs or considerations.
The RFP evaluation may include discussions with all or some of the teams providing responses to include
interviews and/or presentations. The City reserves the right to obtain clarification of any point in a team’s
proposal or to obtain additional information.
Selection Criteria
The City will evaluate proposals and reserves the right to conduct interviews with any or all Proposers to
select the team that will provide, in the City’s opinion, the best value offer for this project. If the City
decides to conduct interviews, those respondents will be provided at least one week’s prior notice.
