Brief Description: The Successful Responder will provide Construction Engineering services for State Project (SP) 2758-75 Trunk Highway (TH) 77 Minnesota River Bridge rehabilitation project (Bridges 9600N/9600S Rehabilitation). The goal of this project is to provide the technical expertise necessary to ensure successful construction in accordance with the Plans, Specifications, Special Provisions, standards, and procedures established for the project.

1. Project Overview:
The Project refers to the Trunk Highway (TH) 77 MN River Bridge repair project (State Project
[SP] 2758-75). The Contractor refers to the Contractor providing bridge construction engineering
services described hereinafter. Construction contractor refers to the Construction Contractor
responsible for the construction of the project.
2. Project Background:
State had schedule a bid-build letting of June 10th, 2026 for SP 2758-75. Primary work is
structural repairs to Br #9600N/9600S, TH 77 over the Minnesota River in the Cities of
Bloomington and Eagan, Hennepin and Dakota Counties, MN. Included in the construction scope
for Br #9600N/9600S is deck overlay, joint replacement, bearing work, pier cap repair and
strengthening, cable replacement, structural steel painting, and other miscellaneous repairs to
the bridge.
3. General Statement of Scope of Work:
The Contractor will serve as an extension of State’s staff by performing bridge construction
engineering services for the entire bridges #9600N/9600S. All work will be in accordance with
the plans, specifications, special provisions, standards, and procedures for the project. The
Contractor will provide on-site field personnel and off-site personnel for engineering support as
needed.
4. Project Tasks:
The following is a detailed listing of tasks to be performed by the Contractor to assist State with
bridge inspection and construction engineering services for Bridges #9600N/9600S. All issues
identified by the Contractor will be immediately brought to State’s attention with a
recommended course of action. TH 77 MN River Bridges Br #9600N/9600S Construction
Engineering.
The Contractor will assist State by providing construction engineering for the entire bridge to
verify conformance to the Contract Documents. This includes, but is not limited to, the following:
4.1. Observe the means and methods, techniques, sequences, and procedures of
construction used by the Construction Contractor to verify they are in accordance with the
reviewed submittals. These include: cable-tensioning installation, stressing, grouting, and
painting.
4.2. Pier cap concrete repair – removal area and depth monitoring and control Bridge
jacking, beam seat, and bearing work.
4.3. Assist with interpreting the plans and specifications and answer questions from the
Construction contractor and State construction staff.
4.4. Ensure contractor compliance with approved staging sequence including construction
equipment loads during different stages and how to stop contractor when needed. Must
have a procedure in place to address non-conforming operations
4.5. Review shop drawings and construction submittals as needed

4.6. Interface with the State’s Bridge Office and the Design Engineer of Record on behalf of
the State’s Construction Resident Engineer, as assigned.
4.7. Project wide construction engineering and inspection as assigned
4.8. Providing timely response to all technical questions. Prepare a weekly construction
progress report with pictures and significant progress and issues noted
4.9. Assist with drafting of correspondence to the Construction Contractor
4.10. Assist with claims for adjustments and disputes with the Construction Contractor
4.11. Provide cross-training to State staff in complex bridge construction
4.12. Attend project meetings
5. Contract Schedule:
5.1. Administrative work only in 2026.
5.2. Number of FY 26 months: 2
5.3. 8/26-10/26 – 2 Months
5.4. Construction schedule for the TH 77 MN River Bridges is specifically going to occur starting
spring of 2027. Construct one bridge per year, so construction will occur in 2027 and 2028.
5.5. Number of FY 27 months: 6
5.6. 4/27-11/27 – 6 months
5.7. Number of FY 28 months: 4
5.8. 4/28-11/28 – 6 months
