NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN THAT sealed bids will be received by the Office of the City Clerk of the
City of Antioch at Antioch City Hall located at 200 "H" Street Antioch, California 94509, until 2:00 pm,
July 28, 2026, at which time bids will be publicly opened and read in the City Council Chambers
located at 200 "H" Street Antioch, California 94509, for the following project:
INSTALLATION OF PARK SIGNAGE
IN
ANTIOCH, CALIFORNIA
P.W. 679-3
This Capital Improvement Project consists, in general, of furnishing all permits, materials, labor, tools,
supplies, equipment, transportation and superintendence necessary to fabricate and install
wayfinding and other types of signage at various locations throughout the City of Antioch all other
work shown on the Design Intent Drawings and specified in the project Special Provisions and
Standard Specifications. The estimated cost of construction is $350,000.
Prebid Meeting - A non-mandatory prebid meeting is scheduled for 2:00 p.m., July 14, 2026, at the
City Council Chambers located at 200 "H" Street Antioch, California 94509. This meeting is to inform
bidders of project requirements.
Submission of bid forms - Bids shall be submitted on the City's Bid Forms included in the Contract
Documents, plainly endorsed with Bidder's name together with signed acknowledgment of any and
all addenda. Bid Forms shall be securely sealed in a suitable envelope marked with the name and
address of the Bidder, and marked in capital letters on the front and back of the envelope, as follows:

Whether mailed or personally delivered, all bids shall be addressed to the Office of the City Clerk,
City of Antioch, P.O. Box 5007, 200 "H" Street, Antioch, California 94531-5007. Late bids will be
returned unopened. No late bids will be accepted.
Bid Guaranty/Security - Each bid must be accompanied by a Bid Guaranty in the form of a Certificate
of Deposit, Certified or Cashier's Check, or Bidder's Bond, in an amount equal to at least ten percent
(10%) of the Bidder's Total Bid Price. The Bid Guaranty will be retained by the City and applied to
any and all damages sustained by the City in the event that the successful Bidder fails or refuses to
enter into the Contract awarded to it and to furnish all required bonds and Certificates of Insurance.

Award of Contract - The City intends to award the Contract to the lowest responsive, responsible
Bidder based on the Total Bid Price. The City reserves the right to reject any and all bids and/or to
waive any irregularities or informalities in any bid or in the bidding procedure. The City specifically
reserves the right to not award the Contract after the opening of bids.
Bids will be examined and reported to the City Council of Antioch within sixty (60) days of the bid
opening. The City Council reserves the right to reject any and all bids or to waive any irregularities
or informalities in any bid or in the bidding procedure.
Compliance with laws, licensing and DIR requirements - In connection with the performance of this
Contract, full compliance with all applicable safety and health standards and with all applicable laws
and regulations concerning Equal Employment Opportunity and Disadvantaged Business
Enterprises will be required.
Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws
of the State of California for the performance of the work specified in the Contract Documents.
Bidders bidding as the prime Contractor shall possess a valid California Contractor's General
Engineering License "A" or Sign Contractor C-45 at the time of contract award and throughout the
contract term. The Contractor will also be required to ensure that all subcontractors working on this
project are holding valid licenses suitable for their trade.
Work performed under this contractor is subject to compliance monitoring and enforcement by the
Department of Industrial Relations. All Contractors and Subcontractors listed on the bid proposal
must be registered with the Department of Industrial Relations. No contract will be awarded to a
Contractor or Subcontractor unless they are registered with Department of Industrial Relations.
Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county in which
the work is to be done have been determined by the Director of the California Department of Industrial
Relations. The prevailing wage rates may be reviewed at the City's offices or on line at
www.dir.ca.gov/dlsr/PWD/index.htm.
CARB In-Use Off-Road Diesel-Fueled Fleets Regulations - The California Air Resources Board
("CARB") implemented amendments to the In-Use Off-Road Diesel-Fueled Fleets Regulations
("Regulation") which are effective on January 1, 2024 and apply broadly to all self-propelled off road
diesel vehicles 25 horsepower or greater and other forms of equipment used in California. A copy of
the Regulation is available at https://ww2.arb.ca.gov/sites/default/files/barcu/regact/2022/off-
roaddiesel/appa-1.pdf. Bidders are required to comply with all CARB and Regulation requirements,
including, without limitation, all applicable sections of the Regulation, as codified in Title 13 of the
California Code of Regulations section 2449 et seq. throughout the duration of the Project. Bidders
must provide, with their Bid, copies of Bidder's and all listed subcontractors' most recent, valid
Certificate of Reported Compliance ("CRC") issued by CARB. Failure to provide valid CRCs as
required herein may render the Bid non-responsive.
Bonds and Retention - Pursuant to Public Contract Code Section 22300, the successful Bidder may
submit certain securities in lieu of the Owner withholding retention of payments during the Project.
The successful bidder shall be required to furnish a Performance Bond and a Payment Bond, both in
the amount of one hundred percent (100%) of the Total Bid Price.

documents may be obtained at a set price of $200.00, plus shipping and handling, and is non-
refundable. All bidders must purchase a complete bid set of Contact Documents from BPX Printing
& Graphics in order to be considered responsive and to receive addenda notifications.
Questions - All questions prior to award of the Contract shall be directed to the attention of Public
Works Director via email at cip@antiochca.gov. The deadline for submissions of questions and
clarifications concerning the Contract Documents is July 21, 2026. Only signed Addenda issued by
the City of Antioch are binding.

DESCRIPTION OF PROJECT
SECTION A:
A-1. BID OPENING AND AWARD
Sealed proposals will be received by the Office of the City Clerk, City Hall, located at 200 "H"
Street, Antioch, California, until 2:00 pm., on July 28, 2026, publicly opened and read in the
City Council Chambers located at 200 "H" Street at 2:00 p.m., on July 28, 2026.
Award of the contract, if it is to be awarded, will be to the lowest responsive, responsible
bidder whose proposal complies with all the requirements described. Such award, if made,
will be made at a meeting of the Antioch City Council within sixty (60) days after the opening
of the proposal.
THE RIGHT IS RESERVED TO REJECT ANY AND ALL PROPOSALS
A-2. DESCRIPTION OF WORK
a. Work to be Performed: The work shall generally consist of the fabrication and
installation of signage within parks throughout the City of Antioch. Additional work shall
include, but not be limited to, mounting assemblies, connections, and foundations,
excavations, lighting, traffic control and all other work shown on the Design Intent
Drawings, specified in the Standard Specifications, these Special Provisions and as
directed by the Engineer.
b. Location: Various locations within the City of Antioch.

In the event of conflicting language between Contract Documents, the following order of
precedence shall be applied: (1) Agreement, including Project Stabilization Agreement; (2)
Addenda; (3) Special Provisions; (4) Construction Details; (5) Contract Plans; (6) General
Provisions; (7) Description of Project; (8) Bonds; (9) Notice to Contractors; (10) Bid Forms.

A-4. TIME OF COMPLETION
The Contractor shall commence work within ten (10) calendar days after the effective date of
the Notice to Proceed and shall diligently prosecute the same to completion before the
expiration of one hundred sixty (160) working days.
A-5. PREVAILING WAGE
Pursuant to the provisions of Section 1770 of the Labor Code of the State of California, the
City Council of the City of Antioch has ascertained the general prevailing rate of wages and
employer payments for health and welfare, vacation, pension and similar purposes in the City,
a copy of which is on file in the Office of the City Clerk. In addition, the contractor may obtain
applicable prevailing wage information directly from the Department of Industrial Relations
website at www.dir.ca.gov/dlsr/statistics_research.html.
A-6. DEPARTMENT OF INDUSTRIAL RELATIONS JOB SITE NOTICE
The Contractor must post job sites notices in compliance with Title 8 California Code of
Regulations Section 16451 which state the following:
"This public works project is subject to monitoring and investigative activities by the
Compliance Monitoring Unit (CMU) of the Division of Labor Standards Enforcement,
Department of Industrial Relations, State of California. This Notice is intended to provide
information to all workers employed in the execution of the contract for public work and to all
contractors and other persons having access to the job site to enable the CMU to ensure
compliance with and enforcement of prevailing wage laws on public works projects.
The prevailing wage laws require that all workers be paid at least the minimum hourly wage
as determined by the Director of Industrial Relations for the specific classification (or type of
work) performed by workers on the project. These rates are listed on a separate job site
posting of minimum prevailing rates required to be maintained by the public entity which
awarded the public works contract. Complaints concerning nonpayment of the required
minimum wage rates to workers on this project may be filed with the CMU at any office of the
Division of Labor Standards Enforcement (DLSE).

Complaints should be filed in writing immediately upon discovery of any violations of the
prevailing wage laws due to the short period of time following the completion of the project
that the CMU may take legal action against those responsible.
Complaints should contain details about the violations alleged (for example, wrong rate paid,
not all hours paid, overtime rate not paid for hours worked in excess of 8 per day or 40 per
week, etc.) as well as the name of the employer, the public entity which awarded the public
works contract, and the location and name of the project.
For general information concerning the prevailing wage laws and how to file a complaint
concerning any violation of these prevailing wage laws, you may contact any DLSE office.

A-7. HOURS OF WORK - OVERTIME AND HOLIDAYS
The Contractor shall perform all work during the City of Antioch normal eight-hour (8-hr.)
working day, beginning at 8:00 a.m. and ending at 5:00 p.m. If the Contractor wishes to work
during any other hours or on weekends or City of Antioch holidays, the Contractor will pay all
City expenses, plus a twenty five percent (25%) administrative fee and must comply with all
state and overtime requirements. Written permission must be received from the City Engineer
before any overtime is worked.
The City of Antioch holidays are as follows:
January 1 (New Year's Day)
The third Monday in January (Observance of Martin Luther King, Jr.'s Birthday)
February 12 (Lincoln's Birthday)
The third Monday in February (Observance of Washington's Birthday)
The last Monday in May (Observance of Memorial Day)

November 11 (Veteran's Day)
The fourth Thursday in November (Thanksgiving)
The Friday after Thanksgiving
December 24 (Christmas Eve)
December 25 (Christmas Day)
When a holiday falls on Saturday, the preceding Friday shall be observed. When a holiday falls on
Sunday, the following Monday shall be observed. When December 25 falls on Saturday, Friday,
December 24, shall be observed as the Christmas Eve holiday. When December 25 falls on
Sunday, both Friday and Monday shall be observed as holidays. When December 25 falls on
Monday, Monday shall be observed as the Christmas holiday and December 22 shall be observed
as the Christmas Eve holiday.
A-8. CALIFORNIA AIR RESOURCES BOARD FLEET COMPLIANCE:
The City is a Public Works Awarding Body, as defined under Title 13 California Code
of Regulations section 2449(c)(46). Accordingly, Bidders must submit, with their Bids,
valid Certificates of Reported Compliance ("CRC") for the Bidder's fleet and for the
fleet(s) of its listed subcontractors (including any applicable leased equipment or
vehicles). Bidder must additionally complete and submit the Fleet Compliance
Certification, included in the Bid Documents. Failure to provide a CRC for the Bidder,
and for all listed subcontractors, or failure to complete the Fleet Compliance
Certification, may render the Bid non-responsive.
