RFP for Grant Consultant & Management Services for State and Federal Programs

The city is soliciting proposals from qualified consultant firms to assist the City of Watervliet with support and management services of the following:

• NYS Main Street Programs, HOME Program, RESTORE, Access to Home Program, NYS CDBG, NYS AHC, NYS OCR, NYS DEC, and NYS EFC
  
  
• Other State and Federal grant programs that pertain to improving the community

Proposed Schedule/Completion Date

This RFP(s) will cover a three-year period from January 2026 to December 2029. The RFP addresses the consultant’s qualification to provide services and hourly cost of services. Separate contracts for specific services will be developed on a fiscal year basis at the discretion of the City of Watervliet during the aforementioned time period.

Scope of Work:

An Illustrative list of services may include, but is not limited to:

• Assist with research and develop strategies for State and Federal Grants
• Assist with writing and submitting grants on behalf of the city
• Provide copies of all correspondence and grant applications to City staff
• Assist with Consulting Taks Directives (CTD) and other written assignments
• Collaborate with City staff for grant management, reporting, and grant close out processes

Three written copies and one electronic version (PDF) of the proposal must be received no later than 10:00 o’clock AM on Wednesday, November 12. 2025 at the City of Watervliet Planning Department, City Clerk’s Office, City Hall, 2-Fifteenth Street, Watervliet, NY 12189. Proposals received after that date and time will not be considered.
