Early Intervention Program Monitoring and Quality Improvement Services

The New York State Department of Health (Department), Bureau of Early Intervention (BEI), is pleased to announce the release of the Early Intervention Program Monitoring and Quality Improvement Services Request for Proposals (RFP). Through the RFP, the Department seeks to award a new contract to an organization with experience in monitoring and quality improvement to provide oversight and monitoring services. Public Health Law (PHL -Title II-A, Article 25) and State regulations require that providers of early intervention services be monitored by their approving state early intervention service agencies. The Department currently has the responsibility for monitoring 57 local municipalities and New York City as local administrators of the Early Intervention Program and providers who are approved by the Department. As of October 8, 2024, there were approximately 431 agency/municipal and 785 individual providers approved with an appendix agreement (provider of record) who are approved to deliver early intervention services, that will be subject to monitoring reviews under this contract. It is the Department’s intent to award one (1) five-year contract from this procurement. The anticipated funding period is October 1, 2026, through September 30, 2031.
