2026 Road Pavement Management Plan

The City maintains approximately 113 centreline kilometres of paved road infrastructure, including paved lanes, alleys, and airport taxiways, reflecting an estimated 5% growth since 2020. The purpose of this project is to update the existing pavement and road structure condition dataset to support capital planning, lifecycle forecasting, prioritization of rehabilitation and renewal, and improved cross‑asset coordination over the next five to ten years.

The City’s approved budget for this program is $78,000. Working in collaboration with the City’s Engineering Services team, the successful Proponent will be responsible for delivering the following components:

1. Network-wide condition assessment of all paved alleys/lanes, airport taxiways and roadways within City boundaries.
2. Prioritization ranking and risk assessment, enabling defensible capital programming and renewal planning.
3. Updated lifecycle activity recommendations, including maintenance, rehabilitation, and renewal strategies aligned with industry best practices and assessment findings.
4. Development of a strategic paved road Asset Management Plan (AMP) for administrative use.

In this RFP and through collaboration with the successful proponent, the City will provide all relevant background documentation required to complete the assessment. Available materials include, but are
not limited to:

1. 2020 Transportation Master Plan
2. Asset Management Policy 81/211.01.2024PO
3. 2018 Asset Management Strategy
4. Relevant GIS feature classes (Appendix D-F)
