Description
This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(3) in accordance with FAR 6.302-3 (2)(iii) - Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order - To acquire the services of an expert or neutral person for any current or anticipated litigation or dispute. This is not a request for competitive quotes.

The Department of Veterans Affairs, Network Contracting Office 23, intends to award a sole source contract to Trauner Consulting, Inc., for Professional Services related to legal support during dispute resolution. VA requires these services in accordance with 41 U.S.C. 3304(a)(3) in accordance with FAR 6.302-3 (2)(iii) - Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order - To acquire the services of an expert or neutral person for any current or anticipated litigation or dispute, as Trauner Consulting, Inc., has worked with Office of General Counsel (OGC) in the past and has a positive reputation and history with professional services related to dispute assessment and resolution. Market research suggests there could potentially be alternative companies. However, this dispute shall use a familiar reputable source for VA without delay as the services required must be from a trusted and reliable source with proven results on behalf of the Government. Trauner Consulting, Inc., has a positive history recorded through CPARS, a positive reputation with OGC, and has been highly recommended by OGC as a vendor they trust for the services needed to resolve this dispute. The North American Industry Classification System (NAICS) code for this requirement is 541990 and the service code is R418.

While this synopsis does not constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that Trauner Consulting, Inc., is a trusted source that can readily supply professional services and expertise that will lead to positive dispute resolution. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to eric.reis@va.gov within three business days (Friday, November 29, 2024, at 5:00pm CST) after publication of this notice. Such documentation will be reviewed solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
