Summary

In accordance with the criteria outlined in the Virginia Literacy Act (VLA), the District seeks proposals from qualified vendors to provide professional development and training for the District's English and Language Arts teachers, administrators, and reading specialists. This solicitation aims to enhance the educational practices of teachers and administrators in our school district, ensure compliance with state literacy mandates, and effectively utilize the McGraw Hill Wonders instructional materials.

Qualified offerors shall offer a structured literacy model with a systematic, explicit, and multi-sensory approach designed to enhance reading and literacy instruction through research-based strategies and resources. Additionally, the District adopted an approved HQIM curriculum, and teachers expressed a desire for further professional learning to effectively utilize the curriculum resources to meet the diverse needs of learners in their classrooms. The curriculum includes phonics instruction; using a direct instructional model effectively ensures that students are explicitly and systematically taught reading skills to build the five components of reading: phonemic awareness, phonics, fluency, vocabulary, and comprehension using an "I do-we do-you do" gradual release approach. The successful vendor will provide comprehensive training for teachers, administrators, and other staff by allowing District staff to implement high-quality instructional materials (HQIM) to complement existing district initiatives.

The successful implementation of training services for the Virginia Literacy Act and McGraw Hill's Wonders program is crucial to enhancing literacy instruction within the District. The District would like the services to begin immediately upon award.

Background

Chesapeake Public Schools, including the School Board (hereafter known as the District), seeks proposals from qualified, licensed, and insured firms to provide professional development and training services that align with current Virginia Literacy Act standards. The District has adopted Wonders as the primary reading material for the primary schools. Currently, the District is only looking to train the teachers and administrators at the District's primary schools. The District adopted an approved HQIM curriculum, and teachers expressed a desire for further professional learning to effectively utilize the curriculum resources to meet the diverse needs of learners in their classrooms. By equipping the teachers with the knowledge and skills to effectively use HQIM, the goal is to improve student engagement, increase literacy proficiency, and foster a culture of continuous improvement within the school community. Through this Request for Proposal (RFP), the District is seeking to identify one or more vendors who can most fully meet the district's needs as specified in this document and any associated attachments.
