USACE intends to negotiate award of a firm fixed price contract using procedures found in FAR Part 12 "Acquisition of Commercial Products and Commercial Services" and FAR Part 15 "Contracting by Negotiation" under North American Industry Classification System (NAICS) code 522320 (Financial Transactions Processing, Reserve, and Clearinghouse Activities) for services entitled "Corps Water Infrastructure Finance Program (CWIFP) Financial Transaction Processing Support".
Submission requirements: Please submit a capabilities statement in addition to responding to the attached Questionnaire. Submissions should not exceed 20 pages with 12-point font, single spaced, using 1-inch margins. The Questionnaire, table of contents and cover pages are not included in the page count. Responses should be submitted in PDF format; MS word is permissible. Responses should describe the interested party's capabilities to complete the required services detailed below. The Draft Performance Work Statement is included. Oral communications will not be considered. The Government will not pay for the cost of submission.
Description of the Requirement: The purpose of this contract will be to provide legal advisory services to the United States Army Corps of Engineers (USACE) Corps Water Infrastructure Finance Program (CWIFP), to support the underwriting, accounting, project and borrower eligibility screening, FCRA compliance, and related financial efforts necessary for successful administration of a federal credit program.
The selected Contractor shall provide the level of effort, material, equipment, and facilities necessary to support the tasks listed in this performance work statement (PWS). The Contractor shall have demonstrate expertise and experience in developing and supporting the administration of federal credit programs, preferably those involving infrastructure, including experience in program activities that require interactions with the Credit Crew and FCRA program examiners at the Office of Management and Budget (OMB).
