a.m., Thursday, March 5, 2026, at Jacksonville City Hall, 315 S. Ragsdale Street, Jacksonville, Texas 75766,

for the TxCDBG CDV23 – 0193 SEWER IMPROVEMENTS. Bids will be opened and publicly read at 10:30

a.m., Thursday, March 5, 2026, in the Council Meeting Room at Jacksonville City Hall.

PLANS AND SPECIFICATIONS may be examined without charge in the office of the City Clerk. Bid forms,

plans, specifications and contract documents may be viewed and downloaded free of charge at

www.civcastusa.com .

The project basically consists of the following:

Installation of approximately 3,500 LF of 8” diameter PVC sanitary sewer gravity main at two (2)

locations within the City including manholes, sewer services, by-pass pumping, asphalt pavement

reconstruction and all other components necessary for a complete and operational installation.

A Bidder's Bond, Certified or Cashier's Check in an amount of not less than five percent (5%) of the total bid

shall accompany each bid as a guarantee that, if awarded the contract, the bidder will promptly enter into

contract with the City of Jacksonville.

The successful bidder will be required to furnish a Performance Bond, Payment Bond and Maintenance Bond

as well as proof of statutory worker’s compensation insurance. Attention is called to the fact that no less than

the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas

Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on

this project. In addition, the successful bidder must ensure that employees and applicants for employment are

not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.

The City of Jacksonville reserves the right to reject any or all bids or to waive any informalities in the bidding.

Bids may be held by the City of Jacksonville for a period not to exceed sixty (60) days from the date of the bid

opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract

award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible

for participation on federal assistance programs may not undertake any activity in part or in full under this

project.

INFORMATION FOR BIDDERS
BIDS will be received by the City of Jacksonville, Texas (herein called the "OWNER"), at the office of the City Manager,
City Hall, 315 S. Ragsdale Street, Jacksonville, Texas 75766 for the TxCDBG CDV23 – 0193 SEWER
IMPROVEMENTS until 10:30 a.m., Thursday, March 5, 2026, then at said location publicly opened and read aloud.
Each BID must be submitted in a sealed envelope, addressed to the City of Jacksonville, Texas. Each sealed envelope
containing a BID must be plainly marked on the outside as BID for the TxCDBG CDV23 – 0193 SEWER
IMPROVEMENTS (herein called the PROJECT), and the envelope should bear on the outside the name of the BIDDER,
his address and his license number if applicable. If forwarded by mail, the sealed envelope containing the BID must be
enclosed in another envelope addressed to the OWNER at the office of the City Manager, City Hall, City of Jacksonville,
315 S. Ragsdale Street, Jacksonville, Texas 75766.
All BIDS must be made on the required BID form. All blank spaces for BID prices must be filled in, in ink or typewritten,
and the BID must be fully completed and executed when submitted. BIDDERS must bid on all items in the bid proposal.
Only one copy of the BID form is required.
BIDS may be withdrawn anytime before the BID opening. BIDS submitted may be modified by the contractor at any
time prior to BID opening. Erasures or other changes in the BIDS must be explained or noted over the signature of the
BIDDER. BIDS may not be withdrawn or modified after the BID opening unless the award of the contract has been
delayed more than 60 days.
The OWNER may waive any informalities or minor defects or reject any and all BIDS. Any BID may be withdrawn prior
to the above scheduled time for the opening of BIDS or authorized postponement thereof. Any BID received after the
time and date specified shall not be considered. No BIDDER may withdraw a BID within 60 days after the actual date of
the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time
may be extended by mutual agreement between the OWNER and the BIDDER.
BIDDERS must satisfy themselves of the accuracy of the estimated quantities in the BID SCHEDULE by examination of
the site and a review of the drawings and specifications including ADDENDA. After BIDS have been submitted, the
BIDDER shall not assert that there was a misunderstanding concerning the quantities of WORK or the nature of the
WORK to be done.
No oral interpretation will be made to any BIDDER as to the meaning of the CONTRACT DOCUMENTS or any part
thereof. Every request for such an interpretation shall be made in writing to the ENGINEER. Any inquiry received 48
hours prior to the date and time fixed for opening of BIDS will be given consideration.
Every interpretation made to a BIDDER will be in the form of an ADDENDUM to the CONTRACT DOCUMENTS, and
when issued, will be on file in the office of the OWNER and the office of the ENGINEER. In addition, all ADDENDA will
be mailed to each person holding CONTRACT DOCUMENTS, but it shall be the BIDDERS' responsibility to make
inquiry as to the ADDENDA issued. All such ADDENDA shall become a part of the CONTRACT and all BIDDERS shall
be bound by such ADDENDA whether or not received by the BIDDERS.
The OWNER shall provide to BIDDERS prior to BIDDING, all information which is pertinent to, and delineates and
describes, the land owned and rights-of-way acquired or to be acquired.
This CONTRACT is issued by the City of Jacksonville, an organization which qualifies for exemption pursuant to the
provisions of the Texas Limited Sales, Excise and Use Tax Act. The CONTRACTOR or SUB-CONTRACTORS
performing work under this CONTRACT may purchase all materials used or consumed in the performance of work on
this CONTRACT by issuing to his suppliers an exemption certificate in lieu of the tax. Tax exemption certificates issued
by the CONTRACTOR in lieu of the tax shall be subject to the provisions of the State Comptroller's ruling.
