Summary:
The City of Wildwood is seeking qualifications from architectural firms or individual practitioners, licensed and practicing in the State of Missouri to provide professional design review services in conjunction with its Department of Planning and Planning and Zoning Commission. The selected firm or consultant will evaluate all development proposals within the Town Center Area, institutional uses outside this special area of the City, and other building or structure types, as set forth within the City’s Zoning Ordinance, while proposals submitted within the City’s Town Center Area are expected to adhere to its New Urbanism and Prefubria design standards and its specific architectural guidelines.

BACKGROUND >>>
The City of Wildwood’s Town Center has been developed over the last thirty (30) years by the principles of New Urbanism and more recently Prefubria, which were initially developed by the architectural firm of DPZ CoDesign. These principles emphasize walkable neighborhoods, mixed-use developments, and high-quality "human-scale" architecture. Additionally, the City seeks to maintain architectural excellence for institutional buildings and structures (such as schools, places of worship, and civic buildings), along with commercial/non-residential types as well, all of which may be located outside the Town Center Area.
The City requires a qualified architectural consultant to act as a technical advisor to the Department of Planning, the Planning and Zoning Commission, and City Council. The goal is to ensure that new construction and renovations align with the City’s vision for a cohesive, aesthetically pleasing, and functional built environment.
REQUIRED TASKS >>>
The selected firm or individual will perform the following tasks on an as-needed basis:

Compliance Review:
Evaluate site plans, building elevations, and material specifications for proposed developments within the Town Center to ensure adherence to New Urbanism and Prefubria design standards.

Institutional Use Analysis:
Review architectural plans for applicable developments elsewhere in the community to ensure compatibility with surrounding neighborhood character and acceptable design standards.

Written Evaluations:
Provide detailed written reports for City Staff and Commission identifying areas of non-compliance and offering recommendations for architectural improvements.

Meeting Attendance:
Participate in meetings with City Staff, developers, and Planning and Zoning Commission to discuss project reviews and design solutions. Generally, the City’s board has ten (10) meetings per year, but its varies based upon a number of variables.

Code Interpretations:
Assist the City in interpreting and applying the Town Center Plan’s architectural requirements to unique or complex building designs and conditions.

Code Evaluations:
Advise on current codes and regulations that may need to be reevaluated due to new material types, technology, value, availability, or other changes occurring relative to trends.
REQUIREMENTS OF THE DESIRED FIRM OR INDIVIDUAL >>>
The City is seeking a practitioner with a sophisticated understanding of traditional neighborhood design and urban form. Requirements include:

Licensing:
Must be a licensed practicing architect in the State of Missouri.

New Urbanism and Prefubria Expertise:
Demonstrated experience in applying New Urbanism and Prefubria principles, Form-Based Codes, or Traditional Neighborhood Design (TND) standards.

Institutional Experience:
Familiarity with the unique design challenges associated with large-scale institutional buildings within a suburban or rural context.

Communication:
Ability to articulate complex design concepts clearly to both professional developers and commission members.

Previous Work Experience:
Previous work experience with St. Louis County municipalities in a consulting role of a similar nature or context.

Historic Areas and Infill Locations:
Experienced in assessing the historical significance of buildings, structures, or areas and complementing the same in infill situations.
INSTRUCTIONS FOR PREPARING RESPONSES >>>
General Provisions:
Any contract awarded because of this Request for Proposals (RFP) will be awarded without discrimination on race, color, religion, age, sex, sexual orientation, or national origin. Prospective contractors shall assure the City that they will comply with the Americans with Disabilities Act (ADA) of 1990, which prohibits discrimination on the basis of disability, as well as all applicable regulations and guidelines pursuant to the ADA (42 U.S.C. 12101 et seq.). Please provide one (1) digital copy (PDF) and one (1) physical copy of the proposal. The proposal must include:

Letter of Interest:
A one-page summary of the firm or individual’s philosophy regarding New Urbanism and architectural review.

Statement of Qualifications:
A description of the firm or individual’s experience with design review services for municipalities or private entities.

Relevant Projects:
Descriptions of three (3) projects or municipal contracts where the firm applied New Urbanism or high-level architectural guidelines. Include client contact information.

Professional Credentials:
Proof of Missouri licensure and any relevant certifications.
SELECTION PROCESS AND CRITERIA >>>
The Department of Planning and the City Administrator will evaluate all responses. Evaluation will be based on:

Technical Competence:
Demonstrated mastery of New Urbanism and architectural design and principals.

Relevant Experience:
The quality and success of previous municipal or similar review work.

Availability:
Ability to provide timely reviews and attend meetings.

References:
Feedback from past or current municipal or similar clients
The City reserves the right to interview a "short-list" of firms before making a final selection.
IMPORTANT CONSIDERATIONS >>>
The City reserves the right, at its sole discretion, to act on the following: (1.) reject any or all submittals when, in its opinion, it is determined to be in the public interest to do so; (2.) waive minor informalities of the submittal process; (3.) cancel, revise, or extend solicitation; (4.) request additional information, which the City deems necessary; and (5.) extract, combine, and delete elements of individual submittals of proposals and to negotiate jointly or separately with individual firms with respect to any or all elements of the request.
The City is not responsible for any costs incurred by respondents in the preparation of this proposal.
