Summary

NOTICE IS HEREBY given that the City of Hayward invites sealed proposals for 25-031 City of Hayward Homekey+ Projects: Request for Information . Each proposal shall be in accordance with the general provisions for purchase of work and services on file in the office of the CMO , 777 B Street , Hayward , CA 94541-5114 . All proposals must be submitted to the City's eProcurement Portal by 5:00 pm on Thursday, November 21, 2024 and clearly identified with RFI title, number, company name and due date. It is the sole responsibility of the proposing firm to ensure that proposals are received prior to the closing time, as late bids will not be accepted and deemed nonresponsive.

The City seeks co-applicants for upcoming Homekey+ funding. Given the highly competitive nature of the Homekey program, the City only seeks shovel-ready projects with a property, developer, operator, and an identified source of operating funding sufficient to cover a minimum of 15 years.

The City of Hayward has long identified homelessness and housing affordability as a key issues in the community and has supported local efforts to address these issues in conjunction with the larger regional efforts. In addition to the City-wide Strategic Roadmap , City Council adopted the Let's House Hayward Strategic Plan in 2021 . The Strategic Roadmap includes the Priority Area to Preserve, Produce, and Protect Housing for All. The Let's House Hayward Strategic Plan outlines the City's goals and specific strategies and activities to reduce homelessness.
