Summary

The City of Pasadena Water and Power Department (“PWP” or “City”) is seeking professional services from qualified firms to manage hazardous and non-hazardous regulated wastes and provide spill cleanup and emergency response services as outlined in this Request for Proposal (RFP). The initial term of the Contract resulting from this RFP is for five years from the date the City executes the contract, with two optional one-year extension periods subject to the approval of the City Manager.



Background

Pasadena is an ethnically diverse community that is home to approximately 138,000 people making it the 44th largest city in California and the 9th largest city in Los Angeles County. It is one of the primary cultural centers of the San Gabriel Valley. The City covers approximately 22.5 square miles, with an average of ten residents per acre.

The City owns and operates the power plants, maintenance yard, and other PWP facilities. The facility locations are listed as below, but not limited to:

• Broadway and Glenarm Power Plants located at 85 and 45 East State Street, Pasadena, CA 91105

• Azusa Hydroelectric Power Plant located at 1850 Ranch Road, Azusa, CA 91702

• City Yard located at 311 W. Mountain Street, Pasadena, CA 91103

• Other City of Pasadena facilities located throughout the city areas

Hazardous and non-hazardous regulated wastes are routinely generated at these plants during the normal course of operations. These routinely generated wastes include, but not limited to, used/unused/expired chemicals, empty oil/chemical drums, wastes containing asbestos, wastes containing lead including paint/primer, lubricant/solvent wastes, hydraulic fluids, aqueous ammonia wastes, spent non-hazardous powdered resin, cooling tower sludges, industrial wastewater sludges, oily/soapy water, oily rags/absorbents, oil filters, waste batteries, and animal biowastes. Oil in the electrical equipment may contain varied concentrations of polychlorinated biphenyls (“PCBs”). This oil may need to be drained from the unit or the entire unit needs to be transported to an authorized salvage/recycling facility.
