I. OUTREACH MEETING
Please join us for an informational meeting to discuss several upcoming projects for the Plants and Major Project department at SAWS. The projects that will be discussed during the meeting include:
These projects will be implemented via separate construction solicitations. The construction contracts associated with these projects will be procured through the Request for Competitive Sealed Proposal (RFCSP) alternative construction delivery method and are tentatively scheduled to be advertised as follows:

This will be an in-person meeting. Sign-in at the gate will begin at 8:30 am (CST), with the formal presentation starting at 9:00 am (CST). The presentation will provide important information about each of the projects . Attendees shall RSVP no later than January 28, 2026, by 2:00 PM. There is a limit of two (2) team members per firm. Please provide Company name and name(s) of attendee(s).

II. PROJECT INFORMATION
Steven M. Clouse WRC Rehabilitation Improvements Phase 1
The Steven M. Clouse Water Recycling Center (SMC WRC) is the largest of the three (3) wastewater treatment plants SAWS owns and operates, and is located at 3495 Valley Rd. San Antonio, TX 78221. The plant has been in operation since 1987.
This project is the first phase of the 2020 Wastewater Facilities Master Plan to improve, rehabilitate or replace aging structures, equipment, and infrastructure that is not included in a specific project. Phase 1 of the planned improvements will address critical rehabilitation needs at primary treatment, secondary treatment, tertiary filtration, and disinfection process areas as well as electrical, instrumentation, and controls needs in these areas.
The scope of this project includes:
Steven M. Clouse WRC Biosolids Upgrades
Steven M. Clouse Water Recycling Center (SMC WRC), located in southeast San Antonio, is the largest of the three SAWS wastewater treatment plants and is the centralized location for handling the biosolids generated at the treatment plants.
This project will address the capacity gaps for the biosolids screening, thickening, and dewatering processes at the Steven M. Clouse WRC based on biosolids projections through 2050; replace existing equipment at the end of its useful life; prevent or mitigate higher biosolids cake management costs; and better position SAWS for possible future Class A biosolids production. The project will construct a new consolidated biosolids building that will house new biosolids screen presses, thickening, and dewatering equipment to address condition- and capacity-related needs as well as reduce the operational complexity of the existing biosolids handling system.

The Steven M. Clouse Water Recycling Center (SMC WRC) is the largest of the three wastewater treatment plants SAWS owns and operates, and is located at 3495 Valley Rd. San Antonio, TX 78221. The plant has been in operation since 1987.
This project will expand the capacity at the primary treatment area, including two (2) additional primary clarifiers with the replacement of the existing distribution box v-notch weir gates. Construction of a new primary sludge pump station with new primary sludge pumps, skimming pumps, and grinders. Construction of a new stormwater pump station. Installation of a 54-in pipe to convey effluent flow from the proposed primary clarifiers to the primary clarifier effluent channel. Rehabilitation of the existing primary effluent channels. Demolition of the existing CMS building. Construction includes associated electrical, instrumentation, and control work.

rehabilitate the aging Steven M. Clouse WRC facility.
* Planned improvements include rehabilitation work to

of sludge collection systems in stage 1 settling tanks, stage 2
