NOTICE TO BIDDERS
City Project #EDBK-2025-01 – Rebid - Edgebrook Golf Course Water Sourcing
Sealed original bids will be received by the City Council of Brookings, South Dakota, at the office of the City
Clerk at the Brookings City & County Government Center, 520 3rd Street, Suite 230, Brookings, South Dakota,
until 1:30 P.M. CST, Monday, May 4, 2026, for Rebid - Edgebrook Golf Course Water Sourcing. All
bids will then be publicly opened and read.
Such bids are to provide for the following approximate "WORK QUANTITIES": Approximately 6,000 lineal
feet of 8” watermain between Bid Alternate #1 and Bid Alternate #2, installation of underground valve vault,
valves, SCADA, and other appurtenances, installation of approximately 1,500 cyd of owner furnished clay
liner material including unclassified excavation and dewatering, and approximately 360 lineal feet of 16” steel
encasement (jack and bore).
Specifications and bidding blanks may be inspected and procured at the Parks, Recreation and Forestry
Department, Brookings City & County Government Center, 520 3rd Street, Suite 130, Brookings, South
Dakota, or online at www.cityofbrookings-sd.gov. Bidders shall contact Paul Kraft of Banner Associates, Inc.
at 605-696-9191 with questions regarding the project.
Additionally, Bidding Documents can be downloaded from www.bannerassociates.com and/or
www.questcdn.com (reference Quest number 10139423). Register with QuestCDN.com and submit the
$22.00 fee to download the Bidding Documents. Downloading is recommended as plan holders receive
automatic notice of addenda and bid updates. Interested parties may view the Bidding Documents at no cost
after registration and prior to deciding to become a plan holder. Contact QuestCDN Customer Support at 952-

Bidding Documents.
Upon request, in accordance with South Dakota Codified Law 5-18B-1, one paper copy of Bidding Documents
shall be furnished, without charge, to each prime contractor resident in South Dakota who intends, in good
faith, to submit a bid to the Owner. Additionally, if a paper copy is provided under the conditions of SDCL 5-
18B-1, in consideration of the documents being provided at no charge, unsuccessful bidders agree to return the
documents to the Issuing Office within thirty (30) days after the bid opening.
All official notifications, addenda, and other Bidding Documents will be offered only through the designated
websites.
Each proposal must be accompanied by a certified check, cashier's check, or draft for five percent (5%) of the
amount of the bid, such check to be certified or issued by either a State or National Bank, and payable to the
City of Brookings, South Dakota, or in lieu thereof, a bid bond for ten percent (10%) of the amount of the bid,
such bond to be issued by a surety authorized to do business in this State and payable to the City of Brookings.
The check or bond will be retained by the City as liquidated damages if the successful bidder refuses or fails
to enter into a contract and performance bond in accordance with the bid when notified. All bidders are
required to hold all applicable South Dakota tax licenses. Bidder is required to furnish a Performance and
Payment Bond in an amount not less than the contract price, for the faithful performance of the contract.
Contractor shall promptly pay all persons supplying him/her with labor or material in the performance of
the work provided for in the contract. By virtue of Statutory Authority, preference will be given to
materials, products, and supplies found or procured within the State of South Dakota.
