Invitation to Bid: This Invitation to Bid, is for the convenience of submitting a bid, for the enclosed
BID26-004 - Sliding Doors, Control Mechanism Replacement, Phase Three (3), at the McLennan County,
Highway Six (6) Jail.
A.1.
Scope of Work, Addenda/Addendum(s), Specifications and Requirements, may be obtained
from the McLennan County Purchasing Website: https://www.co.mclennan.tx.us/Bids.aspx or by calling us
at (254) 757-5016.

It is at the responsibility of a respondent to periodically check the website or call for any
updates or addenda/amendments to this request.

Onsite Inspection, Pre-Bid, and Walk-Through: A non-mandatory walk-through tour, of the project area for
interested parties will be Thursday, April 23, 2026 at 10:00 a.m.
B.1. Location: McLennan County Highway Six (6) Jail; 3201 E. State Highway Six (6), Waco, TX. 76705.
B.2. Note: Government Identification, such as a state driver’s license or state identification card, will be
required. A background check to ensure an individual is authorized to enter the jail, maybe required prior to
entering facility. See “Exhibit 1” for forms to fill out and contact for each person to enter the Jail Grounds
for the Prebid Meeting. Please fill out form and email to Corpral Aron York at aron.york@mclennan.gov
B.3. Walk-through Questions: Please direct any questions to Ken Bass and Tim Cubos at the
above contact information.
B.4. Non-Mandatory: walk-though, although it is recommended that all anticipated and responding
bidders inspect and determine pre-existing conditions, prior to submitting a response.

Respondent Responsibility:
C.1. It is the responsibility of each responding firm, before submitting a Bid:
1.
Examine thoroughly the documents and other related data identified in the Bid documents.
2.
Consider federal, state, and local laws and regulations that may affect costs, progress,
performance or furnishing of the work.
3.
Promptly notify Ken Bass and Tim Cubos, by preferred email at the above listed
email addresses or phone number; of all conflicts, errors, ambiguities, or discrepancies which
vendor has discovered in or between the contract documents and such other related
documents.
C.2. Communication and Clarification Questions: Bidder, may submit general/clarification questions
concerning contract information, bid specifications or requirements to Ken Bass and Tim Cubos by
preferred email at the above listed email address or by phone number listed above. Vendors are
encouraged to submit your questions as soon as possible to allow adequate time for answers and any
issues that may arise.

BID Withdrawal, Change and Alternate Bid:
1.
Bidders may withdraw Bid responses at any time prior to the official opening.
2.
To guarantee the authenticity of the change, responding proposer shall initial alterations made
prior to bid opening date and time.
3.
After the official opening, Bids, may not be amended or altered, and may not be withdrawn
without the approval of the McLennan County Commissioners Court.

Unacceptable Responses: Emailed or faxed Bid, response(s) shall and will NOT be accepted.
Late Bid(s): Late Bid(s) or Bid(s) not received by closing date and time shall NOT be considered.
McLennan County is not responsible for the lateness of mail carrier, courier, or weather conditions, etc.

Public Bid Opening:
E.1. Bid, opening will take place in the Purchasing Department, 214 N. 5th Street, Waco, TX. 76701, Thursday,
May 14, 2026, following 2:00pm closing date and time, at which time bids will be opened and read aloud.
Responding vendors, their representatives and interested persons may be present.
F.
Acceptance and Rejection of Bid: It is to be understood, McLennan County reserves the right to accept or
reject any and all bids, as it shall deem to be in the best interest of McLennan County. McLennan County also
reserves the right to waive any technicalities where such is in the County's best interest.
G.
Insurance and Workers Compensation: All insurance requirements, including Worker’s Compensation, as
outlined in Texas state statutes shall be met by the successful offeror prior to any delivery and shall remain in
effect during the life of this, Contract. Failure to provide the required certificates upon submission of the Bid
may result in the offer being declared non-responsive.
II.
GENERAL PROVISIONS
A.
The period for acceptance of this Bid will be thirty (30) calendar days unless the bidder notes a different
period for McLennan County Commissioners Court, acceptance and approval.
B.
Exceptions: Bid speaks for itself. Bidders who are taking exception to any terms, conditions, requirements or
specifications of this bid, shall clearly state in writing such exception(s) and should be included where indicated in
Section XIII. Statement of Compliance. McLennan County will be the sole judge of the acceptability of any
exception noted and is not bound to consider any bid submitted with exceptions.
C.
Alternates: Trade names are used solely for the purpose of setting minimum standards of quality and performance
and are not to be construed as exclusionary. Bidders, are encouraged to contact the Purchasing Director, Ken Bass,
by preferred email at ken.bass@mclennan.gov and Contract Administrator, Tim Cubos, by preferred email at
Tim.Cubos@mclennan.gov, or by contacting us by phone at (254) 757-5016, prior to the bid opening for the purpose
of clarifying specifications.

C.1. If a notation of substitution is not made, it is assumed that the Bidder is bidding the item specified.
All substituted items shall be approved by the McLennan County Facilities Director, before shipping,
or the item may not be accepted.
D.
McLennan County reserves the right to utilize any referenced business client(s), through-out response
submitted, for past performance.
F.
No Commitment by McLennan County: This Invitation to Bid, does not commit McLennan County, to
award any contact, or to pay any costs associated or incurred in the preparation and response to this bid, to
procure or contract for the requested good(s) and/or service(s).
III. SCOPE OF WORK
A.
McLennan County, Maintenance of Facilities, for highway six (6) Jail, phase three (3), is seeking the services of a
bonded contractor, to provide service, to replace multiple sliding door control system mechanisms. This project
consists of furnishing all equipment, materials and labor necessary for completion.
B.
Contractor shall remove twelve (12) sliding doors currently in place, properly and securely store doors onsite, in a
designated area. Once the doors have been removed and properly stored, awarded vendor, shall replace and install
each control mechanism. Once the control mechanism has been installed and replaced, stored doors are to be
properly reinstalled to a fully functional and operational capacity.
B.1. System shall include a mechanical override, which will be at the sole responsibility of the awarded
contractor. Awarded contractor, shall ensure all proposed options, and are approved by and in accordance
with the Texas Jail Standards, TJS. If perchance, the awarded contractor does not meet TJS, any and all
incurred cost required to meet TJS, as an approved solution, will be the sole responsibility of the awarded
contractor.
C.
Hours of delivery/service shall be between 9:00 a.m. and 4:00 p.m. (Central Standard Time Zone, CST) Monday
through Friday, unless otherwise stipulated.
D.
The scope of work will consist of, but not limited to the below:
D.1. All power supplies, wiring, and controls will be provided by McLennan County, through a separate vendor.
D.2. Replacement of sliding door operators/controls (twelve (12) unit total).
1.
Remove existing doors and store in secure onsite location.
2.
Remove and dispose of existing pneumatic sliding devices and housing.
3.
Remove and dispose of existing airlines from source to devices.
4.
Prime, paint, and repair existing doors as necessary. (Paint to match/flush with existing color)
D.3. Re-install existing doors:
1.
Doors to be hooked back up, adjusted, lubricated, tested and to be fully operational and functional.
2.
Install new (Southern Steel 3150LXbHC-1) Electromechanical sliding devices with emergency
releases per Southern Steel, specifications.
3.
Caulk, prime, and paint all new housing and necessary components.
4.
Provide twenty (20) additional emergency release tools.
5.
The performance period for this project shall not exceed 180 days, day-for-day, from beginning to
end.
IV. CONTRACT REQUIREMENTS
A.
Awarded contractor, shall execute all construction, labor, materials, equipment and services required to complete the
project. The term "work" as used in this Contract Agreement, shall refer to all the construction and services required
by the contract documents for this project, items or trades for which the awarded contractor, is responsible, and all
labor, materials, equipment, and services provided or to be provided by the awarded contractor, to fulfill its
obligations and to provide the complete and functional Project, whether or not expressly set forth in the contract
documents.

B.
Conduct of the Work: Awarded contractor, shall be responsible for the safety of its employees and subcontractors,
and shall perform the work in accordance with applicable law, codes, ordinances and regulations of the State of
Texas and the United States, and in compliance with OSHA and local regulations and codes, and in compliance with
other laws as they apply to its employees and contractors. Safety precautions at the site are part of the construction
techniques and processes for which the awarded contractor shall be solely responsible. The Contractor assumes
responsibility and liability for workplace safety on the site, and hereby agrees to indemnify Owner and hold Owner
harmless from any liability caused by the awarded contractors, failure to comply with applicable federal, state or local
regulations touching upon the maintenance of a safe and protected working environment and the safe use and
operation of machinery and equipment in that working environment.
C.1. Awarded contractor, is solely responsible for the handling and use of hazardous materials, and waste, and
informing the Owner and his employees of any such hazardous materials or waste. The indemnification
given above shall not in any way limit the general indemnifications set forth in other portions of this
Agreement.
C.2. Awarded contractor, shall supervise and direct the work, using the Contractor's best skill and attention.
Awarded contractor shall be solely responsible for and have control over the construction means, methods,
techniques, sequences and procedures, and for coordinating all portions of the work under this Contract.
C.3. Awarded contractor, shall keep the premises and surrounding area free from accumulation of
waste or materials caused by operations under this Agreement. At the completion of the work, the
Contractor shall remove from and about the Project waste materials, rubbish, the Contractor's
tools, construction equipment, machinery and surplus materials. If the Contractor fails to clean up
the work site as provided in the Contract Documents, the Owner may do so and charge the cost to
the Contractor.
C.
McLennan County, Facilities Director, as the Owner's representative, may order minor changes (defined as changes
which involve only aesthetics or matters which do not increase construction costs, and which are agreed in writing by
the Contractor and County Facilities Director to be minor changes) that will not result in a change in the contract
sum or an extension of time for completion, and which are not in material conflict with the plans and specifications or
the purpose of the Project. Such changes shall be ordered in writing by McLennan County Facilities Director, with a
copy to the Owner. Such changes shall not affect the validity of this, Contract Agreement.
D.
Awarded contractor, shall provide a minimum of one (1) year warranty on all work performed.
E.
Awarded contractor, is responsible for obtaining any and all building permits and inspections, if required.
F.1. Building permits are to be included in the bid price.
F.
Essence of Time: Time is of the essence, in the completion of the work/services covered by the Contract.
Awarded contractor shall substantially complete the entire work/services no later than 160 days from the date the
contract is signed by McLennan County Commissioner’s Court and a work schedule has been established with
McLennan County Facilities Director.
G.1. Substantial completion is the stage in the progress of the work where this project is sufficiently
complete in accordance with the Contract Documents, so that this project is essentially complete
except for minor items not affecting the integrity of this project.
G.2. Final Completion of the Project shall not be later than thirty (30) days after the Substantial
Completion, unless a different period of time is agreed to by McLennan County and awarded
contractor, in writing.
G.3. Final Completion is the date upon which all work and services remaining to be completed after
substantial completion are completed, and the Project is accepted by the Owner.
G.
Texas Commission on Jail Standards: All work shall comply with any applicable regulations of the Texas
Commission on Jail Standards. Awarded contractor, shall be responsible for correcting or replacing work that does
not comply with Commission standards at no additional cost to the Owner. Contractor shall assist the Owner, in
preparing any required submissions to the Commission, and shall be present for the inspection of the work by the

H.
Prison Rape Elimination Act (PREA): Awarded contractor and any employees and/or sub-contractors, shall
acknowledge and comply with the PREA, act. PREA act, establishes a zero-tolerance standard against sexual abuse
of incarcerated persons of any age. This makes the prevention of sexual abuse in TJJD facilities a top priority. Link:

I.
Background Checks: There are some McLennan County buildings that require that support personnel and/or
contractors be subject to background checks. All persons assigned to work in some areas such as the McLennan
County, jails and juvenile detention center or are interested in attending the tour of facilities, shall pass a background
check to ensure an individual is authorized to enter the jail and detention facilities.
