Description
This is a SOURCES SOUGHT NOTICE ONLY. It is neither a solicitation nor a request for quote (RFQ) and it does not obligate the Government to award a contract. Request for solicitation will not receive a response. The Government will not pay nor reimburse any costs of preparing this response. The source s sought notice is for market research purposes to make the appropriate acquisition decision and gain knowledge of potential qualified businesses and their Small Business Administration (SBA) size classification in relation to North America Industry Classification System (NAICS) 339112, Surgical and Medical Instrument Manufacturing, size standard of 1,000 employees.
The Network Contracting Office (NCO) 8, Orlando VA Medical Center (OVAMC) is seeking to identify interested contractors who can manufacture or provide the required Liver Retractor that meets the following salient characteristics and specifications for the VA Orlando Healthcare System.
The Liver Retractor is a high-performance surgical retraction system specifically designed for complex hepatobiliary procedures, liver transplants, oncology resections, and bariatric surgeries. Its characteristics encompass structural design, functional versatility, and safety-focused features:
Bilateral Frame Setup
Employs a bilateral retractor frame, allowing simultaneous multiplane tissue retraction.
Provides stable and symmetrical exposure of the liver and adjacent organs.
Adaptable to complex abdominal and pelvic procedures, including large patients or unusual anatomy.
Blade and Paddle Selection
Extensive interchangeable blades (Balfour, Kelly, Richardson, Harrington, St. Marks) and malleable paddles for variable depth, width, and curvature requirements.
Non-slip Balfour blades anatomically designed to grip tissue securely, preventing blade slippage during costal margin elevation.
Blades come in various sizes and lip configurations, permitting both small and large field exposure.
Multi-Dimensional Retraction
Supports asymmetrical retraction and multiple planes, crucial for bilateral subcostal or extended incisions.
Strong stability ensures consistent exposure, even in patients with obesity or altered anatomy.
Micro-Adjustable Retraction Strength
Includes micro adjustable clip on and cam-joint mechanisms, allowing precise control over retraction force and tissue engagement.
Particularly effective in costal margin retraction, reducing tissue trauma while maintaining optimal surgical exposure.

The capability statement shall be limited to no more than five pages and must clearly state the following: Capability in industry to manufacture or provide the required uninterruptible power supplies. Offerors who cannot provide historical information for their company regarding the requirements outlined above or similar scope and scale should provide corresponding information to show how the company would meet OVAMC requirements. This information should provide a strong level of confidence to the Government that an offeror would meet or exceed the performance requirements to provide all the requirements to provide the Liver retractor.
In addition, provide and answer the following:
Company name, address, point(s) of contact, title, telephone number, fax number, email address, cage code, and SAM UEI number.
Company s business size, to include number of employees;
Company s socioeconomic status
If SDVOSB/VOSB is planning to provide a response they need to demonstrate the ability to provide a product manufactured by a small business to be considered capable.
