Overview
Summary
  1. The City of Pueblo is requesting Proposals for civil engineering services for the design of a roundabout at Grand Avenue and 13th Street in Pueblo, Colorado.
  2. The scope of services includes preliminary study and report phase, design (schematic) phase, final design phase, preparation of contract documents and bidding phase, and construction services phase as outlined in the SCOPE OF SERVICE & PROJECT REQUIREMENTS .
  3. The services requested shall be funded by CDOT pursuant to the State of Colorado Intergovernmental Agreement dated May 16, 2024 between the State of Colorado (“State”) and City/Owner (“Grant Agreement”). A copy of the Grant Agreement is attached as ATTACHMENT C . All services shall comply with applicable requirements of the Grant Agreement and shall follow the CDOT format. All designs must meet CDOT requirements.
  4. Due to the funding source, only the Proposals shall be evaluated. All pricing will be kept private until the evaluation of Proposal is complete. See special instructions in the PROPOSAL FORMAT AND REQUIRED RESPONSES and VENDOR QUESTIONNAIRE for the submittal of pricing.
  5. DBE Participation Goal. This invitation and any resulting agreement shall be subject to the Contract Goal Percentage and Commitment as set forth in the CDOT Professional Services Local Agency Civil Rights & Disadvantaged Business Enterprise (DBE) Requirements (refer to COLO. DEPT. OF TRANSPORATION (CDOT) REQUIREMENTS ). Proposals which fail to satisfy the provisions set forth in the Requirements may be deemed non-responsive. The Contract Goal Percentage established by CDOT is 0%.
Background

The City was awarded a HSIP Grant from the Colorado Department of Transportation (CDOT) for the design and the construction of a roundabout at this intersection.

The general scope of work includes, but is not limited to:

  • Feasibility study
  • Design of roundabout
  • Removal of existing traffic signal
  • Installation of curb and gutter, sidewalk, medians, curb ramps, pavement markings, signage, etc.
  • Asphalt pavement patching
  • Any utility work that might be necessary
  • Erosion and sediment control
  • Traffic control
  • Any other items pertinent to roundabout construction

Easements and/or right of way acquisition may be necessary.
