BID NUMBER FY-26 – 0017 USD 497 ESC BOARD ROOM HVAC UPGRADE

The objective of this Invitation for Bid for Lawrence Public Schools (“LPS”) is to solicit bids as defined within the Project Manual and Drawings. The intent of LPS is to enter into a contract with the successful bidder.

Under this solicitation, LPS will consider bids based upon what constitutes the lowest and best responsive bid.

Any contract, if issued, will be subject to annual appropriation of funds by LPS in accordance with its normal funding practices that will include but is not limited to budget allocations and limitations. In the event that funds are not available in full or in part for a contract issued in connection with this service, this contract will be subject to modification or cancellation depending upon the extent of available funds. If a bidder’s contract is cancelled, or funding is no longer available for work that has already been done per the terms of the contract, the Contractor will be compensated to the greatest extent possible. LPS may cancel the contract in its entirety without penalty if funding is not available.

SCHEDULE The proposed project schedule for this IFB is as follows:

IFB Published: July 7, 2026

Pre-bid Meeting: July 15, 2026 – 1:00 p.m. CDT

IFB Questions Due: July 21, 2026 by 12:00 p.m CDT

Answers/Addendum Due: July 23, 2026 by 4:00 p.m. CDT

Bid Due: July 29, 2026 – 2:00 p.m. CDT

Project Completion: November 15, 2026

Pre-Bid Meeting. There will be a pre-bid meeting on July 15, 2026 – 1:00 p.m. CDT at the Facilities & Operations Building, 711 East 23rd Street, Lawrence, KS 66046. All persons attending the pre-bid meeting must present picture ID at the Security Desk.

The bids will be publicly opened at July 29, 2026 – 2:00 p.m. CDT at the Facilities & Operations building located at 711 East 23rd Street, Lawrence, KS 66046. All persons attending the bid opening at the Facilities and Operations building must present picture ID at the Security Desk.

Project shall be completed by November 15, 2026 or as scheduled in cooperation with school district. Installation shall not interfere with classroom instruction.

This schedule is tentative and is subject to change for reasons including but not limited to changes in deadlines by LPS.

Submission of Bids

Bidders shall submit one (1) original paper copy of their bid, along with an electronic copy of the Contractor’s entire response in PDF format. The electronic copy may be submitted either by:

a. Including one (1) flash drive enclosed with the original paper copy; or

b. Emailing the PDF file to bidslawrenceusd497@usd497.org prior to the bid due date and time.

The original paper copy and the electronic copy shall include all required tabs and attachments.

Bids must be received at the address listed below no later than 2:00 p.m. CDT on July 29, 2026. If hand delivering a bid, it must be delivered to the Facilities & Operations Building, 711 E. 23rd Street, Building A, Lawrence, Kansas 66046, and must be received and time-stamped prior to the bid closing date and time.

For hand-delivered bids, please allow up to thirty (30) minutes prior to the bid closing time for check-in at the front Security Entrance desk.

Bids received after the specified date and time will not be considered and will be returned unopened.

Submittal packages must be clearly marked with the IFB number and title..

All bids must be mailed and/or hand delivered to the Purchasing Department, received, date and time stamped prior to the close date and time of the IFB.

Questions. All questions regarding this IFB shall be made electronically via e-mail and directed to Robert Franklin at robert@lankfordfendler.com . The subject of the e-mail shall be “FY-26 – 0017.” Failure to provide the correct IFB number in the email will deem the question unanswerable and will not be considered as part of any addenda. Responses to all properly submitted questions will be posted on the District’s E-bidding website as addenda to this IFB. LPS reserves the right to combine questions with similar objectives into a single responsive answer. Any questions submitted after that date and time will not be considered or answered.
