INTRODUCTION
The City of Malibu (“City”) is seeking proposals from qualified consultants to perform a
Library Needs Assessment Update and a Feasibility Study for the Malibu Library. This dual
effort will update the City’s 2018 Needs Assessment to reflect current community needs
and trends while concurrently evaluating the feasibility of implementing potential solutions
to address these needs.
The outcomes of this project will guide decision-making regarding library services,
programming, facilities, and operations to ensure alignment with community priorities and
the City’s long-term vision.
BACKGROUND
The City of Malibu (City) is a coastal city located in the northwestern portion of Los Angeles
County, California, along 21 miles of the Pacific Ocean and has a population of
approximately 10,654. The City is host to approximately 15 million visitors a year. The City is
a general law city incorporated under California law in 1991. It operates under the
Council/Manager form of government and is considered a contract city. The five Members
of the City Council are elected at-large. and serve staggered four-year terms, with the Mayor
being selected from among the Councilmembers. The City offers a full range of municipal
services and currently has 97 full-time employees and 13.27 full-time equivalent part-time
employees. The City, organized into seven departments, provides a number of services in-
house, including management and administrative services, building and safety, community
services, environmental sustainability, planning, public works and engineering.
The Malibu Library serves as a vital resource for the community, offering access to
educational resources, technology, and cultural programming. Library services in Malibu
are currently provided through the County of Los Angeles, which manages operations,
staffing, and programming for the library under an agreement with the City.
In 2018, the City completed a Library Needs Assessment that identified community priorities
and areas for improvement. Since then, community needs, demographics, and library
service trends have evolved. The selected consultant will update the 2018 Needs
Assessment to provide a current understanding of the community's priorities and visions
regarding Library use, services, and programs. This updated assessment will form the
foundation for conducting a concurrent Feasibility Study to evaluate the viability of potential
solutions, including facility expansion, facility relocation, technological upgrades,
programming enhancements, or adjustments to the service delivery model.
This integrated approach ensures the City will have both an updated understanding of
community needs and a thorough evaluation of the feasibility of addressing them.

PRELIMINARY SCOPE OF SERVICES
The selected consultant will perform the following tasks:
1. Update of 2018 Library Needs Assessment
Review the 2018 Needs Assessment and related documents.
Conduct robust community outreach to gather updated input from residents, library
users, and non-users through surveys, focus groups, workshops, and other
multimodal engagement tools.
Analyze updated demographics, service trends, and usage data to identify new or
evolving community needs.
Provide an updated assessment of community priorities, identifying gaps in current
services and potential opportunities for improvement.
2. Feasibility Study of Potential Solutions
Evaluate the feasibility of proposed solutions identified in the updated Needs
Assessment, including:
o Operational Feasibility: Requirements for staffing, programming, daily
usage, and ongoing maintenance.
o Technical Feasibility: Infrastructure, technology, or construction
considerations.
o Financial Feasibility: Cost estimates, potential funding sources, and cost-
benefit analysis.
o Regulatory Feasibility: Compliance with zoning, permitting, and other legal
requirements.
Provide a comparative analysis of proposed solutions and rank them based on
feasibility, impact, and alignment with community priorities.
3. Operational Governance Analysis
Evaluate and provide recommendations for the governance structure of any new or
expanded library facilities, particularly if located on City-owned land but managed
by the County of Los Angeles.
Explore options for operational agreements, including:
o Continued County management of library operations and programming.
o Joint governance or partnership models between the City and County.
o Transition to City-operated library services and the associated staffing,
funding, and resource implications.
Provide comparative analysis of governance models, including potential
challenges, legal considerations, and financial impacts.
Develop a clear framework for decision-making, ensuring alignment with City and
community priorities.
4. Community Engagement

Develop a robust engagement plan to ensure diverse community input informs both
the Needs Assessment Update and Feasibility Study.
Facilitate focus groups, public workshops, and surveys to gather diverse
perspectives on governance, operational preferences, and service priorities.
Present findings and recommendations to stakeholders, including City staff,
elected officials, and community members.
5. Final Report and Presentation
Prepare a comprehensive report summarizing the updated Needs Assessment,
Feasibility Study findings, Operational Governance Analysis, and actionable
recommendations.
Present the final report to the City Council and other stakeholders as required.
PROPOSAL REQUIREMENTS
Proposers must submit a detailed proposal which includes, at a minimum, the following:
List up to five (5) consecutive experiences consistent with the Preliminary Scope of
Work. Preferably with public agencies.
Describe your approach to the dual project, including methodologies, timelines and
deliverables.
Provide an overview of your firm’s experience with library assessments, feasibility
studies, and community engagement projects. Include resumes of key personnel
who will work on the project.
Provide at least three (3) references including the name of contact, affiliation,
address, direct telephone number and email address.
Describe in detail the fee structure you propose for providing engagement services.
Include any other relevant information that demonstrates your ability to
successfully complete this project.
The selected provider must use and comply with the terms and conditions of the
City’s standard Professional Services Agreement as provided in Attachment 1 of this
RFP.
Provide a written statement that the Consultant shall comply with the California
Labor Code pursuant to said regulations entitled: Federal Labor Standards
provisions; Federal Prevailing Wage Decision; State of California Prevailing Wage
Rates, and the City of Malibu’s Minimum Wage Ordinance respectively.

Firms are required to list past, current, or pending litigation resulting from
professional services rendered over the past five years. If a court or an arbitrator
rendered a decision, state the results.
TERM OF CONTRACT
The term of any agreement is expected to begin in February 2025 and continue for the
duration of the project, not to exceed one (1) year from the award date.
COMMUNICATION
In order to create a fair and orderly process, during the RFP process (commencing as of the
date of this RFP and continuing until selection of a firm or cancellation of this RFP), no
employee, member or agent of any proposing firm shall have any ex parte communications
regarding this RFP with any City Official, its advisors or any of its contractors or consultants
involved with the solicitation process, except for communications expressly permitted by
this RFP. Any proposing firm engaging in such prohibited communications may be
disqualified at the sole discretion of the City.
PROPOSAL PROCEDURE
Clarifications: The City will respond to requests for clarification to the RFP in written
Addendum(s) as needed. Inquiries should be directed by email only to
abrown@malibucity.org. No verbal requests will be accepted. All requests for clarification
must be received by 4:00 p.m. on Friday, January 3, 2025. Questions and responses will be
shared as an addendum to this RFP, to be published no later than January 10, 2025.
Proposal Deadline: Proposals must be submitted electronically in PDF format. Proposals
must be received no later than 4:00 p.m. on Friday, January 17, 2025, via email to
abrown@malibucity.org. The City reserves the right to extend the deadline or accept a late
submittal with good cause shown.
Evaluation Criteria:
Proposals will be evaluated based on the following criteria:
Experience and qualifications of the firm and personnel.
Understanding of the project and quality of the proposed approach.
Demonstrated success with similar projects.
Effectiveness of community engagement strategies.
Cost-effectiveness and clarity of the proposal.
