The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award to Anchor QEA, Inc. (Anchor) (Cage Code: 1MVG4), 1201 3rd Ave Ste 2600, Seattle, Washington, 98101-3027 on a sole source basis (IAW FAR 13.106-1) for Services to Expand and Accelerate Use of Thin-Layer Placement (TLP) of Dredged Sediment at US Marine Corps Installations for the Purpose of Increasing Mission Resilience.
In order to maintain consistency with research under previous contracts, this requirement is anticipated to be issued for a follow-on contract for the use of techniques and methods developed under previous contracts with the ERDC. The previous contracts were the result of BAA proposals, a competitive solicitation process that is continuously open for submittals. This work shall be executed by a contractor with the following qualifications: 1) subject matter expert on the use of TLP and 2) extensive knowledge and first-hand application of EWN® strategies.
The contract will consist of the 4 tasks below:
Task 1. Identification of NBS Options to Improve USMC Installation Resilience
Task 2. Numerical Modeling of USMC Installation Vulnerability
Task 3. Technical Support
Task 4. Site Visits and Meetings
The intended procurement will be classified under North American Industry Classification System (NAICS) 541715 with a Small Business Size Standard of 1000 employees.
This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation. The information submitted must be provided in sufficient detail to demonstrate the vendor’s ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. All capability statements received by the closing date of the publication of this notice will be considered by the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
