NOTICE OF INTENT TO AWARD A SOLE SOURCE
This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements.

The Naval Research Laboratory (NRL) intends to award a sole source purchase order to ADVANCED TELEMETRY SYSTEMS, INC to furnish: VHF transmitters for California Condors
1. Product Features
Name of Item: ATS A5510 VHF patagial mounted transmitter Manufacturer: Advanced Telemetry Systems Model Number: A5510 patagial mounted transmitter
Salient Characteristics: Patagial tail mounted transmitter
1) Weigh no more than 23 grams as to not reduce survivability of condor, increase likelihood of patagial piercing stretching, or otherwise negatively impact condor health or flight ability.

2) Properly fit a condor's wing without hindering or altering the flight ability of the birds
3) Must not cause or create any opportunity to cause injuries to condors
4) Attach securely, quickly, and easily by biologists to reduce handling stress to the condors
5) Have a post length of 22 mm.
6) Have a flexible and reinforced antenna attachment, to withstand potential condor preening.
7) Have a battery life of at least 24 months to transmit signals.

8) Use project assigned frequencies between 162.000 - 165.000 MHz, with transmitters for requested frequencies readily available or available for order

9) Withstand variable weather and flight conditions such as high altitude, high wind speeds, and extreme hot and cold temperatures

10) Use a standard pulse width of 15 milliseconds and pulse rate of 30 ppm and have a clear mortality mode (increased pulse rate) after a 8-hour animal motion delay that is reset with any motion
The North American Industry Classification System Code (NAICS) for this requirement is 334220 with the size standard of 1,250 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 5999.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with:
¿        Federal Acquisition Regulation (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000.
Interested parties may identify their interests and capability to respond to this requirement within three (3) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
