SECTION 00010 - NOTICE TO CONTRACTORS
NOTICE IS HEREBY GIVEN that the City of Coalinga, California will receive sealed bids at the City Engineer’s Office
(Tri City Engineering, Inc.) 4630 W. Jennifer Ave, Suite 101, Fresno, CA 93722, (559) 447-9075, Fax (559) 447-9074
on or before 2:00 P.M. (D.S.T.), July 21, 2026, for:

PW 26-04
This public works project is a federally aided project by the surface transportation program (STPL-5146(034)) and
local city funding grants (PW 26-04), in the City of Coalinga, CA. The project consists of the reconstruction of
California Street, including both northbound and southbound lanes from West Washington Avenue to Cambridge
Avenue, and the reconstruction of Baker Street including the eastbound lane from California Street to Sunset
Avenue. The project includes full depth roadway reconstruction, concrete improvements, and traffic safety
enhancements.
The reconstruction of California street includes three (3) pavement structure design sections based on site
conditions. Case A consists of three inches (3") of asphalt concrete (AC), seven and one-half inches (7.5") of
aggregate base (AB), and twelve inches (12") of compacted subgrade. Case B consists of three inches (3") of
asphalt concrete (AC), eleven and one-half inches (11.5") of aggregate base (AB), and twelve inches (12") of
compacted subgrade. Case C consists of a pavement section matching the existing section on baker street, which
includes three inches (3") of asphalt concrete (AC), eight inches (8") of aggregate base (AB), and twelve inches
(12") of compacted subgrade.
Improvements include demolition and reconstruction of existing asphalt concrete and aggregate base roadways;
demolition and replacement of existing sidewalk, curb and gutter; demolition and reconstruction of six (6) new
concrete valley gutters. Work also includes asphalt concrete pavement transitions at intersecting streets adjacent to
valley gutters to provide smooth grade transitions.
Pedestrian improvements include installation of eight (8) concrete curb ramps in compliance with ADA standards,
ten (10) new crosswalks with high-visibility traffic striping, and ADA detectable warning tiles at designated locations.
Site improvements also include adjustment of existing drainage facilities and utility structures, including manholes
and valve covers, to finish grade. Additional work includes installation of pavement markings and striping in
accordance with current standards to enhance traffic safety and visibility. Engineers estimate is $949,590.00.
This contract is funded with Surface Transportation Program - Local (STPL) funds and the rate of wages for each craft
or type of work or mechanic employed under this contract shall be as specified under the current determinations of the
Department of Labor as required under the Davis-Bacon Act. Where a discrepancy exists between Federal and State
prevailing wage rate, the higher of the two prevailing wage rates shall apply. The Contractor shall pay not less than
the prevailing rates of per diem wages as determined by the California Department of Industrial Relations (DIR) for the
locality in which the work is performed. The applicable wage determinations shall be those in effect at the time of
advertisement for bids, based on the project location (Fresno County – Area 2, where applicable).
The Contractor shall be responsible for payment of any increases in wage rates and employer payments that are
predetermined and identified within the applicable DIR wage determinations.
All base bid work shall be completed within FORTY-FIVE (45) working days from the date of the Notice to Proceed

There will be a Mandatory Pre-Bid Meeting on, July 7, 2026 at 10:00 A.M. (D.S.T.) No one will be admitted after 10:05
A.M. All interested Bidders are directed to meet on-site near the corner of California Street and Cambridge Avenue,
Coalinga, CA 93210.
Project plans and specifications may be examined at Tri City Engineering, Inc.’s Office, the Fresno Builder’s
Exchange and Coalinga City Hall, 155 W. Durian Ave., Coalinga, CA 93210.
Only those who have purchased Plans and Specifications from the office of the Engineer will be considered
eligible Prime Bidders.
Copies may be obtained at the Tri City Engineering, Inc. office for a non-refundable fee of Ten Dollars ($10.00) for a
USB Flash Drive or Fifty Dollars ($50.00) for a printed set in the form of a check made payable to
Tri City Engineering, Inc. Call (559) 447-9075 for an appointment.
Each bid shall be accompanied by cash, a cashier’s or certified check payable to the City of Coalinga, or bid bond
issued by a corporate surety, for an amount not less than ten percent (10%) of the aggregate of the bid, as a guarantee
that the Bidder will enter into the proposed contract if the same is awarded to him. Such guarantee will be forfeited
should the bidder to whom the contract is awarded fail to enter into the contract.
The City reserves the right, in its sole discretion, to reject any and all bids for any reason whatsoever, to waive minor
irregularities in such bids, to determine the lowest responsible bidder, and to accept any bid. The City reserves the
right, in its sole discretion, to disqualify bids, proposals, and/or affiliates as referred in the Ordinance Related to
Disqualification of Contractors for Public Works Projects.
The successful Bidder must possess or obtain a valid California Class “A” Contractor’s prior to the scheduled
award date of this contract.
In accordance with California Public Contract Code Section 20103.5, when federal funds are involved in local agency
contracts, no bid shall be invalidated by the failure of the bidder to be licensed in California at the time of bid opening.
However, at the time of award, the selected contractor shall be properly licensed in accordance with the laws of the
state.
On September 30, 2025, the U.S. Department of Transportation (DOT) issued an Interim Final Rule (IFR) making
significant changes to the Disadvantage Business Enterprise (DBE) and Airport Concession DBE (ACDBE) Programs.
The IFR was published in the Federal Register on October 3, 2025, and is effective immediately. In summary, 49 CFR
§ 23 & 49 CFR § 26 revisions require that this project shall not require DBE contract goals or count any participation
toward overall DBE goals. While DBE provisions are suspended, contractors are still required to complete certain
FHWA and Caltrans required forms and exhibits, as provided in the appendices; any DBE-related sections within those
documents shall be left blank.
This project is subject to “Buy America” requirements of the Surface Transportation Assistance Act of 1982 and the
Intermodal Surface Transportation Efficiency Act of 1991.
No prime contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after
March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
No prime contractor or subcontractor may be awarded a contract for public work on a public works project (awarded
on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section
1725.5.

Notice to Contractors
This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.
Substitution of securities for any monies withheld by the City of Coalinga to ensure performance is allowed in
accordance with the Public Contract Code.
