Immediate Animal Services Placement
1. INTRODUCTION
Mariposa County Sheriff’s Office Animal Control is responsible for the humane care,
custody, and disposition of domestic animals and livestock impounded under applicable
provisions of the California Food and Agriculture Code, local ordinances, and other
applicable laws.
Mariposa County is seeking qualified, experienced, and licensed animal welfare
organizations to provide immediate intake, placement, fostering, and adoption services for
impounded animals. The intent of this agreement is to ensure timely relocation of animals
from County custody to a qualified partner organization capable of providing humane care
and achieving successful adoption outcomes.
The initial contract is expected to be for a one-year term, with opportunity for renewal.
However, the county retains discretion to negotiate a two or three year initial contract.
2. PROJECT OVERVIEW

Objective
The selected vendor(s) will provide guaranteed capacity for the intake, care, and placement
of animals transferred from Mariposa County Animal Control, with a focus on humane
treatment, rapid placement, and compliance with all applicable laws and professional
sheltering standards.
Scope of Intake
The County may transfer dogs, cats, and other domestic animals to awarded vendor(s) as
operational needs arise. Actual intake volumes will vary and are not guaranteed.
Proposers shall identify the types of animals they are able to accept and describe their
available intake, housing, care, and placement capacity. The County may place animals
with one or more awarded vendors based on available capacity, animal needs, geographic
considerations, performance, and operational requirements.
The County reserves the right to make multiple awards under this solicitation and to
distribute animal transfers among awarded vendors in a manner that best supports animal
welfare, public safety, and program objectives.

Response Time Requirement
The selected vendor(s) must be able to accept animals within 72 hours of County
notification, unless otherwise mutually agreed upon in writing.
3. SCOPE OF SERVICES
The selected vendor(s) shall provide, at minimum, the following services:
• Animal Intake and Transfer
o Accept animals transferred from Mariposa County Animal Control within
required timelines.
• Care, Housing, and Welfare
o Provide humane housing, enrichment, feeding, and daily care.
o Ensure all animals receive appropriate veterinary evaluation and treatment
as needed.
• Placement and Adoption Services
o Assume full responsibility for fostering, rehabilitation (if needed), and
adoption placement.
o Actively engage in adoption programs to ensure timely placement outcomes.
• Regulatory Compliance
o Comply with all applicable federal, state, and local laws, including California
animal welfare regulations.
o Adhere to the Association of Shelter Veterinarians (ASV) Guidelines for
Standards of Care in Animal Shelters.
• Collaboration
o Work cooperatively with rescue organizations, humane societies, and other
placement partners to maximize adoption outcomes for unclaimed
adoptable animals.
4. VENDOR QUALIFICATIONS

• Status as a registered 501(c)(3) nonprofit organization
• Proven experience in animal sheltering, rescue operations, or placement programs
• Capacity to safely house and manage variable-volume animal intake
• Established veterinary care protocols or partnerships
• Demonstrated success in adoption and placement programs
5. PROPOSAL REQUIREMENTS
Each proposal must include the following:
1. Organization Profile
o History, mission, and relevant experience in animal welfare services
2. Operational Capacity
o Description of facilities, staffing levels, and intake capacity
3. Key Personnel
o Identification of management and operational staff responsible for service
delivery
4. Service Approach
o Detailed explanation of intake, care, rehabilitation, and adoption processes
5. Fee Schedule
o Proposed cost per animal (separate rates for dogs and cats)
6. Insurance and Compliance Documentation
o Proof of required insurance coverage
o Applicable licenses and certifications
7. 501(c)(3) Verification
o Documentation confirming nonprofit status

8. References
o At least three (3) professional references from relevant contracts or
partnerships
6. EVALUATION CRITERIA
Proposals will be evaluated based on the following weighted factors:
• Relevant experience and organizational qualifications (20%)
• Quality, feasibility, and sustainability of the proposed program (20%)
• Cost per animal and overall fiscal value (20%)
• Demonstrated animal welfare standards and outcomes (20%)
• References and past performance (10%)
• Ability to meet intake timelines and capacity requirements (10%)
The County reserves the right to select one or multiple vendors based on overall best value.
7. SUBMISSION INSTRUCTIONS
