Description: UAlbany is seeking to identify qualified Contractors who are in the business of providing charter flight services for UAlbany’s football team during the 2025 football season. Contractors are invited to review this Invitation for Bid (IFB), in its entirety, to see the full scope of the requirements and submit a response. This is a competitive procurement for two (2) round trip flights for UAlbany’s football team contests. More detailed information is set forth below. FLIGHT SCHEDULE SPECIFICATIONS:UAlbany is soliciting Bids from qualified Contractors to provide non-stop round-trip charter flight services for the following: Each trip is a separate bid. Contractors are invited to bid on one (1) trip or both trips. The lowest grand total is for each trip separately. TRIP # 1: Departure: Friday, August 29, 2025, at approximately 12 PM (noon) from the Albany International Airport (ALB) to Eastern Iowa Airport. (CID) Return: Saturday, August 30, 2025, at approximately 5 hours after game kickoff from the Eastern Iowa Airport (CID) back to the Albany International Airport (ALB). (*Return time is based on kickoff time for each game.) (Approximately 5 hours after kickoff time.) TRIP # 2: Departure: Friday, October 31, 2025, at approximately 12:30 PM from the Albany International Airport (ALB) to the Newport News/Williamsburg Airport (PHF). Return: Saturday, November 1, 2025, at approximately 5 hours after game kickoff from the Newport News/Williamsburg Airport (PHF) back to the Albany International Airport (ALB). (*Return time is based on kickoff time for each game.) (Approximately 5 hours after kickoff time.) The charter aircraft will be for the sole use of UAlbany. UAlbany must have the ability to assign all travel seating arrangements. UAlbany will identify the Point of Contact for trip coordination upon contract execution. AIRCRAFT SPECIFICATIONS A Boeing 737 or an equivalent or better size aircraft will be A turbo prop plane will not be considered. Aircraft must have a minimum capacity for 120 passengers, along with associated equipment and luggage (Approx. 4,000 lbs. of equipment). The estimated payload for the aircraft must have a minimum of 35,000 The minimum seat width must be sixteen SCREENING SPECIFICATIONS UAlbany requires a satellite screening area that is set up for the sole purpose of serving the entire travel party. Upon contract execution, the selected Contractor must supply UAlbany with the Air Carrier’s documented security protocols for passengers and crew not passing through traditional airport security. Additionally, the following screener specifications are required: Screeners must be certified by TSA A minimum of one (1) male and one (1) female screener One (1) screener must be a Ground Service Coordinator (GSC) FEDERAL AVIATION ADMINISTRATION (FAA) CERTIFICATION(S) The Aircraft or Air Carrier must maintain a FAR 121 or FAR 135 Federal Aviation Administration certification. Upon notification of award, proof of certification must be provided to UAlbany. BAGGAGE / CARGO HANDLING Air Carrier will be responsible for the loading and unloading of all UAlbany’s luggage and equipment to and from the chartered aircraft. Air Carrier will arrange for the access to UAlbany’s vehicles to proximity of aircraft for this service.
