Project Description: Public notice is hereby given that the Erie Water Works (EWW), Commonwealth of Pennsylvania, will receive sealed bids for the following:
Contract No. 2024-07 State Street Water Main Replacement
The bid is to include approximately 1,200’ of 20”, 12”, and 8” water mains and appurtenances in the City of Erie.
BID OPENING – Sealed bids shall be submitted online via the PennBid Program until 10:00 A.M. prevailing time on Wednesday, February 12, 2025 at which time all bids will become publicly available.
All plans and specifications are available online at no cost at www.PennBid.net
Based on the anticipated Notice to Proceed, the successful bidder will be required to complete all work by July 31, 2025.
A certified check payable to the Erie Water Works or a bid bond on the bid form executed by the bidder and a surety company approved by the Owner and named in the current list of "Companies Holding Certificates of Authority as Acceptable Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (current edition) by the Audit Staff Bureau of Accounts, US Treasury Department must accompany the bid as bid security. Bid Security must be submitted with each bid in an amount equal to ten percent (10%) or the bid will be considered non-responsive and immediately rejected. No bid bond shall be waived or returned because the bidder has failed to or cannot comply with any requirements as set forth in the Contract Documents or any applicable statues of the Commonwealth of PA or any applicable ordinances.
No bid may be withdrawn for sixty (60) calendar days after the scheduled closing time for receipt of bids.
The Contractor must insure that employees and applicants for employment are not discriminated against because of their race, creed, color or national origin.
Prior to contract award, the Contractor shall submit an E-Verify Program Verification in compliance with the Public Works Employment Verification Act 127 of 2012.
EWW reserves the right to reject any or all bids or parts thereof or to waive any informality in the bidding.
Bidder shall be required to submit insurance certificate, performance bonds, labor and material bonds as outlined in the specifications.
