Intent to Sole Source Subscription Requirement

As of 3/31/2025, this update serves to document an administrative correction to the solicitation number associated with this procurement. The solicitation number is hereby updated from SPE604-25-R-0411 to SPE604-25-Q-0411. All other terms and conditions remain in full force and effect.

Pursuant to FAR 6.302-1, DLA Energy intends to award a Sole Source, Firm Fixed Price Contract of Stratus Advisors Subscriptions for strategic research tools and customized reports for DLA Energy with a specific concentration on global fuel specifications, global biofuels assessment, and global refining products. The delivery period will be for a twelve (12) month period (4/1/2025 -3/31/2026). This notice of intent is not a request for proposals or quotations ; however, any challenges to the sole source must be received in writing and sent to DLAEnergy.NGTeam@dla.mil to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include sufficient information to enable the Government to make a determination that an equivalent service exists that would satisfy the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
