This unrestricted acquisition is for a firm fixed-priced quotation. The acquisition is being processed under the authority of FAR 13.5, “Test Program for Certain Commercial Items” and therefore will utilize simplified procedures for soliciting competition, evaluation, and award documentation and notification that comply with FAR 13.1 for the anticipated, and award procurement of NSN 8150-01-463-8553, ISO 20’ ISO Shipping Container, Doors on one end.

Containers must comply with ISO standards.
SURPLUS CONTAINERS ARE NOT ACCEPTABLE FOR THIS REQUIREMENT

SPECIAL REQUIREMENTS
1) NO SECURING DEVICES OR HARDWARE INSTALLED IN THE FLOOR.
a. All containers received shall not have any floor mounted securing devices and/or hardware.
2) ANTI-RACK HARDWARE SHALL BE MADE OF GALVANIZED STEEL.
a. The hardware consists of locking bars, locking bar mounting brackets, cams, cam retainers, locking handles, handle retainers and other support brackets. Material shall be galvanized steel that will offer protection and prevent rusting in a humid and salty atmosphere. The Anti-Rack Hardware is not painted.

DIBBS is a web-based application that provides the capability to search for, view, and submit secure quotes for Defense Logistics Agency (DLA) items of supply.
Mailed offers, e-mailed offers, hand-carried offers and facsimile offers are NOT authorized for receipt of initial proposals. However, in the event of solicitation amendments, clarifications and/or negotiations, revisions to the initial proposal are hereby authorized via email responses to anna.lake@dla.mil and/or nazlah.nash-mitchell@dla.mil.
A solicitation will not be emailed to interested parties. All interested parties must access SPE8ED-25-Q-0963 via DIBBS.
If the offeror is unable to timely upload its proposal in DIBBS, this will not constitute an acceptable excuse to submit a late offer.
