The Blaine Economic Development Authority, (EDA) is soliciting bids for installation of heat tape and associated improvements, when appropriate, on privately owned manufactured homes within the City of Blaine. The scope of work also includes, but is not limited to, project management, scheduling, resident notification and restoration. The EDA will manage homeowner applications and provide a list of homes to the contractor who will then communicate with the homeowner when the installation will occur.Â
