Project Description: General Notice Williamsport Sanitary Authority (Owner) is requesting Bids for the construction of the following Project: Williamsport Industrial Corridor Utility Modernization Project Contract 2025-02: General Construction Bids for the construction of the Project will be received until February 13, 2025 at 1:00 PM local time. At that time the Bids received will be publicly opened online as well as read aloud at the office of Herbert, Rowland & Grubic, Inc. (HRG), 776 Bull Run Crossing, Suite 200, Lewisburg, PA 17837. The Project includes the following Work: Installation of cured-in-place pipe lining within existing sanitary sewer gravity mains along Reach Road and the surrounding area. Bids are requested for the following Contract: Contract 2025-02: General Construction Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. For Bidders without access to PennBid, Bidding Documents can be purchased for a cost of $225 through HRG. Prospective Bidders may examine Bidding Documents at HRG, 776 Bull Run Crossing, Suite 200, Lewisburg, PA 17837, by scheduled appointment. Acceptance of hard-copy Bids will be accommodated in accordance with the Instructions to Bidders. This project is being supported in part by federal award number SLFRP2851, awarded to Lycoming County by the Appalachian Regional Commission, administered by the Commonwealth of Pennsylvania, Department of Community and Economic Development and financed in part by funds from the U.S. Department of the Treasury. Instructions to Bidders Each bidder will submit one (1) original bid as well as two (2) additional copies. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000. The Owner is utilizing federal funds for this project, and Lycoming County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid. Moreover, the Contractor shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more. MBE/WBE business concerns shall be afforded full opportunity to bid without discrimination. Davis-Bacon and Related Acts apply to this Project. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142).
