Project Description: Notice is hereby given that Whitpain Township will accept sealed proposals online for the Jolly Road and Wentz Road Intersection Improvement Project in Whitpain Township, Montgomery County, PA. Bids will be accepted until 11:00 AM, February 27, 2025, via PennBid (https://pennbid.net) only. All bids received will be opened via PennBID at 11:00 AM, February 27, 2025.
Project includes roadway widening and overlay, drainage, sidewalk and ADA curb ramps, pavement markings and signing, and traffic signal modification. Plans and specifications are available online at no charge via PennBid. (https://pennbid.net). Click on the “Bids” button then navigate to “Whitpain Township, Montgomery County” under “Number” and “Jolly Road and Wentz Road Intersection Improvement Project” under “Title”.
Questions must be submitted via PennBID by February 13, 2025 at 12:00 PM. Submission of a question does not guarantee that such question will be answered. Responsible Contractor Certification (RCO) Form must be submitted to the Township no later than February 13, 2025.
All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The awarded bidder needs to furnish all payment, performance, and maintenance bonds as referenced in the bid documents. The Township reserves the right to waive any minor informalities, irregularities or defects in the bid, or to reject any or all of the bids. The successful Bidder must comply with Pennsylvania Prevailing Wage Act.
This Project is subject to Ordinance No. 394, Whitpain Township Responsible Contractor Ordinance (RCO), including pre-qualification requirements as specified in the Ordinance. The bidder shall complete the Responsible Contractor Certification Form provided, and shall submit the Form to the Township, to the attention of Eric Traub, Manager, via E-mail to etraub@whitpaintownship.org, no later than fourteen (14) days prior to the bid opening date, together with all documentation required by Section 4 of Ordinance 394, a copy of which is provided, in order to be pre-qualified before submitting a bid.
All bidders are required to establish proof of competency and responsibility, in accordance with 67 PA Code Chapter 457, Regulations Governing Pre-qualification of Prospective Bidders and PennDOT Form 408/2020, as supplemented and amended, Section 102. Subcontractors must pre-qualify in the same manner, if listed in the proposal or if they subsequently undertake the partial or total construction of one or more items of Work. All bidders, and sub-contractors, must be PennDOT pre-qualified Contractors.
