TheTownofClintonseekstoengageaConsultingEngineeringFirmtoprovideInspectionServicesduring2027forthefollowing
transportationproject:

Theconstructioncostisexpectedtobeintherangeof$1,500,000-$2,000,000.TheConsultingEngineerwillbeevaluatedandselectedbased
ontechnicalcompetence,thecapacityandcapabilitytoperformtheworkwithinthetimeallotted,pastrecordofperformance,andknowledge
ofFederal,StateandtownofClintonprocedures,approximatelyweightedindescendingorderofimportance.Theconstructioninspectionfee
willbenegotiatedonacostplusbasis.
Firmsrespondingtothisrequestshouldbeofadequatesizeandsufficientlystaffedtoperformtheassignmentdescribedabove.Theselected
firmmustmeetalltownofClinton,State,andFederalaffirmativeactionandequalemploymentopportunitypractices.
Aletterofinterest,togetherwithgeneralinformationonthefirmandproposedsubconsultants,thefirm'sbrochure,currentFederalGSAForm
330,experienceofthefirms,andaresumeofkeypersonnelshouldbeaddressedtoToddHajek,DPWDirector,117NodRoadClinton,CT
06413.Additionally,allinterestedfirmsmustsubmitadetailedstatementincludingtheorganizationalstructureunderwhichthefirmproposes
toconductbusiness.Proposedsubconsultantsshouldbeclearlyidentified.Therelationshiptoany"parent"firmorsubsidiaryfirm,withany
ofthepartiesconcerned,mustbeclearlydefined.
Projectpersonnelwillberequiredtohavethefollowingexperienceforeachclassificationlisted:
ConstructionCoordinator
* The Construction Coordinator will be responsible for coordination between the administering unit of the Municipality,
Department,ConsultingFirm,andprojectstafftoresolveproblemsconcerningactivitiesrelatedtotheproject.
* Experience:
1. Notlessthanfifteen(15)yearemploymentincivilorhighwayengineeringofwhichatleastsix(6)yearsmusthavebeen
inasupervisorycapacityofcomplexhighwayand/orbridgeconstructionactivities,verticalorrailconstructionactivities
asrequired,andatleastfour(4)yearsofwhichwillhavebeeninfieldinspectionactivities.ABachelorofScienceDegree
inCivilorConstructionEngineeringmaybesubstitutedfortwo(2)yearsofgeneralexperiencerequirement.
2. Haveconsiderableknowledgeofconstructionpracticesandproceduresasrequired;abilitytopreparecorrespondence,
reports,andrecommendationsconcerningconstructionissues;thedemonstratedabilitytodealeffectivelywithothers;
theabilitytosupervise.
ChiefInspector-Level2(LowComplexityProjects;typically,under$5Million):
* Experience:
1. Notlessthaneight(8)yearsemploymentincivil,highwayorarelevantengineeringfieldofwhichthree(3)yearsmust
havebeeninasupervisorycapacityofhighway,bridge,facilities,orrailconstructionactivities,asrequired;atleastfour
(4)yearsofwhichshallhavebeeninfieldinspectionactivities.
2. Haveconsiderableknowledgeofhighway,bridge,facilities,orrailconstructionpracticesandproceduresasrequired;
abilitytopreparecorrespondence,reports,andrecommendationsconcerningconstructionissues;demonstratedability
todealeffectivelywithothers;theabilitytosupervise;andtheabilitytoestablishandmaintainprojectrecords.
* Certifications: NICET Level III Certification in Transportation/Highway Construction is required, except for those people
possessingacurrentProfessionalEngineer'sLicenseregisteredintheStateofConnecticut(PE).
SurveyPartyChief:
* Experience:
1. Notlessthanfour(4)yearsofconstructionsurveyexperienceofwhichatleastthree(3)yearsshallhavebeenasan
instrumentpersonorsurveypartychief.
2. Haveconsiderableknowledgeofprinciplesandmethodsoflandsurveying;knowledgeofprinciplesandpractices
ofhighwayengineering;theabilitytokeepandreducefieldnotes;theabilitytodetermineconstructionquantities
andamountsoncompletedprojects;theabilitytosupervisethelayoutoflimitsofworkandgrades,abilitytocheck
contractor'ssurveylayoutforaccuracy;theabilitytolayoutfoundations,railtracklayouts,abutments,culvertsandpipe
lines;theabilitytore-establishboundarylinesandstake-takinglines;andtheabilitytoprepareas-builtplansandother
relateddutiesasrequired.
* Licensing:LandSurveyorLicenseintheStateofConnecticutorshallbeworkingunderthedirectsupervisionofamemberof
theConsultingEngineer'sstaff.
