In accordance with Federal Acquisition Regulation (FAR) 10.002(a) and 5.204, this Sources Sought Synopsis / Pre-Solicitation Notice is posted to inform the public of an impending solicitation to be issued for the construction requirement described herein and to garner interest from qualified firms in submitting an offer in response to the solicitation.
The Government intends to post the Request for Proposal (RFP) solicitation on SAM.gov, on or about 15 calendar days from the publication of this announcement. Evaluation procedures of proposals will be in accordance with the FAR 15.101-2 Lowest Price Technically Acceptable source selection process. Responses will be due on or about 30 calendar days after the solicitation is posted, unless changed through an amendment. The resultant award will be a Firm-Fixed-Price contract.
This will be a 100% Small Business Set-Aside procurement. Since it is a source selection procurement, offerors will be required to submit both a Price and a Technical Proposal. The 3 Technical Evaluation Factors that offerors will be required to address in their Technical Proposal are the following: (1) Past Performance; (2) Technical Experience; and (3) Technical and Project Management Approach to Performing the Work. Price will be evaluated to ensure it is fair, reasonable and realistic for the work to be performed and that it reflects a clear understanding of the requirements of this project.
Interested offerors must have an active registration in SAM.gov at the date and time proposals are due, in order to be considered for award. Offerors should have updated corporate, qualifications and responsibility information in SAM.gov.
Pursuant to FAR 36.204, the estimated price magnitude of this project is the range between $1,000,000 and $5,000,000.
Scope of Work: The Contractor shall mitigate potential embankment instability of the Pine Valley Dam due to liquefaction; provide addition of an outlet to release water from the reservoir; and, modify the dam to successfully route the regulatory required flood event. Work shall include mobilization, clearing, grubbing, stripping, seeding, pollution control, construction surveys, removal of water, unclassified excavation, outlet excavation, earthfill, demobilization. Performance and Payment Bonds will be required from the awardee within 10 calendar days after receipt of the Notice to Proceed (NTP).
The Site Visit will be on June 5, 2025. Location for the Site Visit is the Pine Valley Reservoir, which is searchable in Google maps, Latitude 37.3788990 degrees, Longitude -113.4749823 degrees. Driving directions: From Central, Utah head east on Pine Valley Highway for 7.7 miles, turn left onto Main Street and follow for 1.6 miles, continue on Pine Valley Recreation Area Road for 0.8 miles. Offeror questions that arise from the Site Visit must be emailed to mary.harding@usda.gov for an official Government response. Responses from Government representatives to offeror questions during the Site Visit, are not official and binding responses to offeror questions unless and until they are specified in an amendment to the solicitation.
