This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

The solicitation number for this requirement is 9531BM25Q0016. This solicitation is issued as a Request for Quotations (RFQ).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05.

Background

The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress to investigate every civil aviation accident in the United States, most public-use aircraft, and significant accidents in other modes of transportation - railroad, highway, marine, and pipeline - and to issue safety recommendations aimed at preventing future accidents. The NTSB also serves as the "court of appeals" for airmen, mechanics, or mariners whenever the Federal Aviation Administration (FAA) or United States Coast Guard (USCG) takes a certificate action.

In support of this mission, the NTSB has a requirement for an online provider of scientific papers and standards in full text format that are not available for free on the internet. Likely, between 150 and 200 NTSB employees would need access to this tool. The NTSB has more than 400 employees.

Line Item Number 0001: Quantity: 1 YEAR, Online Library Subscription. Period of Performance: Base Year.

Line Item Number 0002: Quantity: 1 YEAR, Online Library Subscription. Period of Performance: Option Year 1.
