NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
The below notice is prepared in accordance with FAR 5.207(a) addressing 5.207(c)(15), reason for lack of competition:
The Defense Contract Management Agency (DCMA) Procurement Center, located at 3901 Adams Avenue, Fort Gregg-Adams, Virginia, 23801, intends to award a sole source firm fixed price contract to the University of Virginia (UVA) Darden School of Business, 100 Darden Blvd., Charlottesville, VA 22903 for the Insights into Industry Management Course. This requirement is classified under North America Industry Classification System (NAICS) 611310 Colleges, Universities and Professional Schools, with a size standard of $34.5 million. The Product Code (PSC) is U005 Education/Training – Tuition/registration/Membership Fees. This will be a Firm-Fixed Price (FFP) contract with a one-year base period of performance plus four one-year option periods from April 6, 2025 – April 5, 2030.
This is a sole source notice published for informational purposes only. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 1901, as prescribed in FAR 13.501(a), Sole Source (including Brand Name).
The purpose of this document is to provide a Justification for an Exception to Fair Opportunity for the University of Virginia (UVA) Darden School of Business Insights into Industry Management Course. UVA is uniquely positioned to provide this course, tailored to meet the specific needs of the Defense Contract Management Agency (DCMA). This tailored approach is particularly relevant for DCMA employees holding senior leadership positions, including Commanders and Deputy Commanders, who are equivalent to GS-14/15 (O-5/O-6) and GS-13/14 (O-4/O-5) ranks. By limiting sources to the Darden School for a necessary course that accommodates the senior leaders calendar availability, DCMA can leverage an established and customized program that addresses the distinct requirements and challenges of its senior personnel, ultimately enhancing their industry management expertise and leadership capabilities.
Please note that this is not a request for competitive proposals or quotes. Responsible sources may submit a capability statement, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that future competition would be advantageous to the Government for the requirement identified above. Information received in response to such notice is normally considered for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government to not compete this requirement is solely within the discretion of the Government.
