Project Description: ADVERTISEMENT FOR BIDS
City of Lebanon – Highway Garage Fuel Tank Replacement Project
Sealed proposals will be received electronically via the PennBid Program by City of Lebanon, Lebanon County for the Highway Garage Fuel Tank Replacement Project until 12:00 a.m. prevailing time on Friday, 30 May 2025, at which time the bids will be opened, with the bid results posted on PennBid shortly thereafter.

Each proposal must be accompanied by a bank cashier's check or bid bond (in the required form) for ten percent (10%) of the bid total.
The base contract includes, but is not limited to, the closure in place of existing fuel tanks at the location, including the execution of all proper testing and documentation necessary to ensure compliance with all State and Federal regulations and requirements. Excavation and trenching for emplacement of new tanks with tie-ins to existing dispensing equipment and onsite generator. Testing and software installation to ensure proper operations of integrated systems. Restoration of all paving and concrete surfaces to pre-existing or better conditions. Any required training for specified personnel for the operations of the systems as installed, if necessary. Work shall be conducted in accordance with OSHA safety standards and guidelines to ensure safety of all personnel during the construction process. Traffic Control measures shall be provided by City personnel to ensure the site is kept isolated from pedestrian and vehicular traffic for the duration of contract execution.
The base contract price shall cover all expenses related to the closure-in-place of existing fuel tanks and the installation of new underground fuel storage tanks. Two (2) new tanks will be provided at a 10,000-gallon capacity with an alternate price provided for an optional upgrade to a 15,000-gallon tank for unleaded fuel storage. The tanks shall be fiberglass and the scope will include integration with the existing generator system and dispensing systems. Any required software upgrades or personnel training for newly installed equipment will be provided as necessary to ensure proper operations of systems once installed. Bid documents will include detailed scope of work to identify specific areas of responsibility, as well as an example Bill of Materials for reference to the Bidder.
Preference will be given to CoStars or Sourcewell qualified vendors.
Alternate 1 (additive) includes, but is not limited to, pricing for a 15,000-gallon capacity fiberglass tank that may replace the unleaded fuel storage tank for increased capacity.
Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project.
A non-mandatory pre-bid conference will be held at 10:00 a.m. on Wednesday, May 21, 2025 at Lebanon City Highway Garage, 933 Oak Street, Lebanon, PA 17042. This is also the location of the work that will be awarded to the bidder.
The site must be restored to its pre-construction conditions upon completion.
