This Sole Source notice is required under Florida Statute 287.057(3)(c). The Parks and Recreation Department requests that sole source procurement be utilized for the All-Wheel Adaptive BMX Racetrack.
The facility will be designed to meet USA BMX sanctioning requirements and will serve as a dual-purpose site—hosting state and national level races while remaining open to the public for recreational use during non-sanctioned times. The project includes both a professional-grade competition track and a beginner-friendly training area to support riders of all skill levels.
Additional amenities will include a combined concession/restroom building, shade structures, integrated spectator viewing areas, and durable site finishes throughout. Once completed, the facility is expected to draw thousands of athletes, spectators, and families each year, contributing to regional tourism and elevating the City's reputation as a hub for outdoor recreation and action sports.
The BMX facility will be constructed within the Tradition Regional Park site at 13120 SW Tradition Parkway, Port St. Lucie, FL 34987. It will feature a professional-grade BMX race track, a youth/learner training area, and supporting amenities such as a concession/restroom building, shade structures, and rideable surfaces suitable for bikes, scooters, skateboards, and roller skates. The facility must meet USA BMX standards and be capable of hosting sanctioned state and national events while also serving the public during non-race times.
Mattamy Homes is currently constructing adjacent Phase 1 amenities, and work on the BMX facility will take place concurrently. Coordination of staging areas, access routes, deliveries, and site logistics will be essential to avoid disruptions and ensure the safety and efficiency of both projects. The selected contractor will be expected to work closely with Mattamy Homes and their subcontractors to maintain a unified and well-managed job site.
The City’s goal is to open the BMX facility in the first quarter of 2026. Vendors should demonstrate the ability to manage complex, high-visibility recreation projects with tight tolerances, specialty surfacing, and multi-party coordination requirements.
