This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source firm-fixed price contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
Background: The U.S. Embassy Kyiv is required to obtain Building Automation System (BAS) Preventive Maintenance Services, that require that BAS stay safe, secure and updated. The only one source is reasonably available on compelling need. In accordance with FAR 13.106-1 (b) (1), the Contracting Officer has deemed only one source reasonably available based on system brand-name.
The U.S. Embassy Kyiv intends to award a sole source firm-fixed price contract for a base year and one option year to Alabama Controls, Inc. on or about June 6, 2025. The ordering period will be twelve (12) months with anticipated total maximum value of USD 136,000.00
The North American Industry Classification System (NAICS) code for this requirement is: 238220 – Plumbing, Heating, and Air-Conditioning Contractors.
This notice is not a request for proposals or quote. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
