2:00 p.m., at which time they will be publicly opened and read aloud on the enclosed
specifications for CSO Outfall Flow Metering for the City of Lewiston Department of Public
Works.
The Finance Committee reserves the right to accept or reject any and all proposals.
Please use a sealed envelope clearly marked with the bid name and number when submitting
your bid.
Only sealed bids will be accepted. E-mailed or faxed bids will not be considered.

INTRODUCTION:
The City of Lewiston (City) is soliciting Proposals from Vendors/Contractors to assist the City
with collecting accurate full-time flow data for each of the City's eight (8) combined sewer
overflow outfall pipes. The overflow pipes are normally dry, and each location varies in the
overflow frequency. Five minute flow data shall be provided to the City via a real-time web-
based system. Real-time high level alarms via email and text shall be included. The contract will
be for a period of three (3) years through 9/30/2029, with an option to extend the contract
annually for three (3) additional one (1) year contracts. The annual contract extension will be
contingent on the performance and reliability of the meter data provided and budgeted project
funding.
SCOPE OF WORK
The City of Lewiston manages approximately 160 miles of sanitary and combined (storm and
sanitary) sewers, ranging in size from 4 inches to 48 inches in diameter, with approximately 44
miles of the collection system as combined sewer. Eight permitted CSO outfalls remain active in
the sewer system, with the pipes ranging in size from 12-inches to 36-inches. Some regulator
manholes have overflow weirs, while some simply have a raised outlet pipe. Six of the outfall
pipes have Tideflex inline check valves to prevent backflow. The layout of each location is
outlined on the attached maps and outlined below.
The CSO metering sites are:
1. CSO 003 (Cedar St) 30" RCP
2. CSO 004 (Lincoln @ North) 36" CIP
3. CSO 005C (Adams Ave) 18" DIP
4. CSO 015 (Morningside St) 18" RCP
5. CSO 017 (Dingley St) 24" RCP
6. CSO 024 (Pettengill St) 24" RCP
7. CSO 026 (Bristol Rd) 18" RCP
8. CSO 028 (Barrows St) 15" PVC
The rain gauge sites are:
1. Capt. Bazinet Way Fire Station (9 Captain Bazinet Way)
2. Main Street Pump Station (60 Main Street)
3. Solid Waste Facility (420 River Road)
4. Randall Road Pump Station (381 Randall Road)
Equipment:
All flow metering equipment shall be owned, installed and maintained by the contractor. The
meters shall consist of a data logger and combination depth/velocity sensor. The in-pipe sensor
may be either upward looking or downward looking and capable of measuring surcharge
conditions. Alternative sensor options are encouraged with various costs provided for each
option.

The proposal shall include a redundant sensor to verify when the water level in the manhole
reaches the overflow level that can be used for alarming and to confirm whether the primary
sensor is operating properly.
Integrated wireless communication shall be provided. The communication shall be capable of
providing near real time alarming via email or text when an overflow is activated. It shall
provide accessibility to data by the City on a secure website and accessibility by the contractor
for programming, troubleshooting and checking the meters for proper operation.
Service:
The proposal shall include an on-site visit to determine the needs and logistics for each site. The
contractor shall install the proposed metering equipment at the specified locations. Site visits for
service shall be as necessary to provide a minimum 95% continuous metering uptime. The
contractor shall be responsible for their own traffic control when visiting the sites. All repairs
and maintenance, including battery replacement, shall be the responsibility of the consultant.
Data:
The contractor shall provide in-situ calibration and programming of the metering equipment. The
depth and velocity where possible shall be measured and compared against the measurements of
the flowmeter following installation.
For the eight overflow pipe locations, raw data only shall be required, including depth, velocity
and flow rate in 5-minute time increments. Total flow volume for each day shall be provided or
easily calculated. Data review shall not be required other than as necessary to determine whether
or not the flowmeter is working properly. Most of these locations overflow less than once per
month and some may flow only once for the entire year.
SCHEDULE
A tentative proposal selection schedule is as follows:
Receive proposals from consultants September 9, 2026
Finance Committee approval September 14, 2026
Execute Contract September 15, 2026
The flow meters shall be installed by October 1, 2026. The duration of the Contract will be for
three (3) years from October 1, 2026, to September 30, 2029, with the option of renewing the
contract annually for three (3) additional one (1) year contracts and will be dependent upon
future capital funding and contractor performance.
PROPOSAL REQUIREMENTS
All proposals shall be received on the required Proposal Form and a proposal letter, not
exceeding 8 pages in length.
At a minimum, the proposal shall include the total annual fixed costs for the items outlined in the
Proposal Form for the basis of the award.
In addition, proposals shall include the following items:
* Company qualifications, references on similar projects, and history, including location of
office from which this project will be staged.
* Detailed product data and spec sheets for the proposed equipment.

* Names of persons constituting the project team. The project team's certifications,
qualifications and experience with projects of a similar size and scope.
* Names and qualifications of any subcontractors who may be involved with the work.
* Ability to provide additional temporary metering services with two-week notice.
* Other factors that would be helpful in evaluating the contractor for this project.
The City of Lewiston reserves the right to solicit information about the contractor from all
sources available to the City and to request additional information from the Contractor or his/her
references.
CONCLUSION
Proposals will be received at the Office of the Purchasing Agent, City Building, 27 Pine Street,
Lewiston, Maine 04240 until 2:00 P.M. on Wednesday, September 9, 2026, sealed and clearly
marked "Request for Proposals for the CSO Outfall Flow Metering"
