Attachment A - Scope of Work/Specifications
Sealed proposals for: Flow Monitor and Rain Gauge Network Services,
Bid #27SA-320
General
New Castle County ("County") is seeking bids for the maintenance and data reporting
services of the County's sanitary sewer flow monitoring and rain gauge equipment. The
scope of work will include one (1) year of diagnostic, maintenance, repair, calibration,
data analysis, data reporting, and data support services for each flow monitor and rain
gauge site, with potential annual contract extension of up to an additional four (4) years.
The contract shall be bid by qualified Service Provider with expertise and experience
to meet the requirements as stated below. The Service Provider shall have overall
responsibility to ensure compliance with the diagnostic requirements, maintenance,
repair, field confirmation, data analysis, data reporting, and data support service
requirements.
Scope of Work
The Service Provider shall assist the County with site selection for flow monitor and rain
gauge equipment relocations, installation, diagnostic, maintenance, repair, field
confirmation, data analysis and reporting services for the County's network of permanent
monitors and rain gauges at various locations throughout New Castle County. The Service
Provider shall provide the same services for future temporary flow monitoring projects.
The County currently has an inventory of thirty-one (31) ADS Trition+ wastewater flow
monitors and ten (10) Rain Alert III rain gauges. The County shall have a minimum of
thirty-one (31) and up to one-hundred-one (101) active wastewater flow monitors and a
minimum of ten (10) and up to thirty (30) rain gauges during the service and data
reporting timeframe. The Service Provider shall use the County's current inventory of
monitors/gauges or substitute their equipment to match the current inventory, at no
additional cost to the County, to fulfill the data analysis and reporting as specified herein.
The Service Provider shall be responsible for the installation, field confirmation and all
maintenance and repairs of the equipment necessary to ensure continuous and accurate

data collection and reporting for the life of the contract. The Service Provider is also
responsible for the data analysis and reporting as specified herein.
Damage to equipment and/or private/public property by the Service Provider during any
phase of this contract is the sole responsibility of the Service Provider to fully restore to
the condition prior to damage.
Flow Monitor and Rain Gauge Installation
The County currently has 31 active flow monitor and 10 rain gauge monitor sites. The
County will periodically request to move any of the above equipment to new locations.
For any new monitor site(s), the Service Provider shall conduct a field inspection to ensure
hydraulic suitability and notify (in writing) of the suitability of the proposed monitoring
site. This may involve confined space entry to secure accurate measurements of pipe
geometry, channel configuration, velocity profile, presence of silt, and overall site
hydraulics. The Service Provider shall be provided with as-built drawings where available,
but shall not rely upon as-built drawings to confirm site suitability.
NOTE: Service Provider shall provide all wireless communication, including any necessary
cellular upgrades (e.g. SIM Card), for the flow monitors and rain gauges as part of this
contract.
Upon installation of a flow monitor, the Service Provider shall review the monitor data for
30 days. Upon installation of a rain gauge, the Service Provider shall review the rain data
for a minimum of two (2) rainfall events, each event with a minimum rainfall amount of
0.25". The Service Provider shall provide the County with a written summary of the data
review and recommendation regarding the monitor/rain gauge site suitability. If the site
is found to be unsuitable, an alternate location shall be selected, and the monitor/rain
gauge installed at no additional expense to the County. The site selection and installation
requirements are also applicable to the monitors rotated across the various County sewer
basins.
Equipment
The Service Provider shall be responsible for keeping the equipment in good working
condition for the duration of the contract. The Service Provider shall temporarily install a
replacement monitor/gauge until the County owned equipment can be repaired at no

additional cost to the County, to maintain continuity of service.
Field Confirmation
1. Manual depth and velocity measurements shall be recorded, and confirmation of
manual readings to sensor readings shall be recorded for each monitor site.
2. The confirmations shall be completed monthly for billing monitor sites (or otherwise
designated by the County) and every three (3) months for all other monitor sites.
During any "critical data capture periods" (e.g. model calibration, capital project
generated I & I studies) confirmations shall be completed monthly for all affected
monitors. Confirmations shall also be performed after any repair/maintenance at a
specific monitor location.
3. Records of the confirmation, including monitor site, date and results shall be
included as part of the web-based reporting system. Field confirmation data shall
also be displayed on the monitor site's hydrograph and scattergraph.
Maintenance and Repair
1. Repair and preventative maintenance services shall be in accordance with the
manufacturer's design specifications and industry standards. The Service
Provider shall supply all original equipment, manufacturer parts and hardware
required to keep each flow monitor and rain gauge operational through the
duration of the service contract.
2. The Service Provider shall have personnel available to temporarily remove a
monitor within 72 hours notification from the County to accommodate operation
and maintenance activities in the vicinity of a monitor location. The Service
Provider shall reinstall the monitor within 72 hours of receiving notification from
the County that work has been completed. The reinstallation of the monitor at
the same site will be at no additional cost to the County.

3. The Service Provider shall post to each monitor and rain gauge site in the
monthly web-based reporting system, a summary of repairs and preventative
maintenance services performed during that month.
4. The Service Provider shall respond to a notification of equipment malfunction
within three (3) business days and with equipment repair/replacement within an
additional three (3) business days. The Service Provider shall have the ability to
acquire any necessary replacement parts to complete the repair within the three
(3) business day timeframe.
Data Analysis and Reporting
Minimum monitor uptime of 90%; substitution of "cut and paste" monitor data from a
typical or representative timeframe shall not be included in the uptime calculation. Any
"cut and paste" monitor data shall be highlighted in the final data set reported for each
monitor site.
Flow Monitor/Rain Gauge Data Web Based Reporting System:
1. Cloud-based platform.
2. ESRI map view reflecting flow, level, and rainfall monitors with location and
condition details, leaderboard tiles with system status, and quick access to the
data vault as well as specialized reports.
3. Map based and graphical representations. Visual tools such as hydrograph and
scattergraph.
4. Ability to manage alarms, check collection and device status, generate reports,
and link third party data through self-serve Application Programming Interface
(APO) to automate and enhance workflow.
5. Raw flow monitor and rain gauge data shall be posted daily by the Service
Provider and accessible at any time by the County designee(s) and their
authorized representatives through web-based reporting system.

6. Data collected and posted in 15-minute time intervals, 5-minute time intervals
for rain gauges, or otherwise directed by the County (depth, velocity, flow).
7. Ability to directly compile, view and/or export data in 15 minute, (5 minute for
rain gauges), hourly or daily time intervals.
8. Each flow monitor site to be paired with an appropriate rain gauge for wet
weather event analysis.
9. Flow Monitor site installation report (minimum information) NCC manhole ID#,
Asset#, name/description assigned by the County, serial number, IP address and
MEIF (mobile equipment identification number), manhole depth, site location
photo and/or sketch, communications, manhole channel photo, condition of
flow, pipe diameter(s), pipe material, pipe shape, and date of installation.
10. Rain Gauge site installation report (minimum information) Property address, xite
location photo and/or sketch, photo of installed rain gauge, communications,
date of installation.
11. Ability to export/download one (1) year of monitor and rain gauge data in tabular
or graphical format.
12. Flow monitor and/or rain gauge site alarm notifications (initiated at the
discretion of the County).
13. Ability to post existing historical, multi-year flow monitor and rain gauge data to
web-based reporting system.
14. Wireless communication connection information, including equipment serial
number, IP address and MEID (mobile equipment identification number) shall be
posted for each site.
15. Field confirmation data and field service site checks shall be displayed/mapped
on each monitor site's hydrograph and scattergraph on the date of the field
confirmation and/or field service visit.
Data Review/Analysis
1. Service Provider analyst shall complete monthly review of raw flow monitor data for
changes in flow characteristics, and shall post final analysis reviewed/edited flow
monitor and rain gauge data on the web-based reporting system; data to be posted
by the 10th of the following month.

2. Service provider analyst shall alert the County designee(s) within 48 Hours of
anomaly (e.g. drastic spokes or drop outs, monitor not transmitting any data)
observed in any of the flow monitor data from any of the monitoring sites which
persists for more than three consecutive days (trend). The Service Provider shall be
able to service the monitor and/or sensors within three (3) business days, after the
anomaly is overserved, to correct the issue (e.g. replace sensor or battery, remove
monitor for service, remove obstruction from sensor).
3. Service Provider analyst shall complete monthly compilation of notes from flow
monitor field calibration, rain gauge inspection, maintenance and/or repair of
monitors and rain gauges and general site review comments. Documentation to be
posted to each flow monitor and rain gauge site on web-based reporting system. All
maintenance and repairs shall include the scope of work and completion date.
Data Presentation
1. Service Provider shall post raw flow monitor and rain gauge data daily, and final
analyst reviewed/edited monitor and rain gauge data for each site on the web-based
reporting system monthly. (Analyst reviewed data to be posted by the 10th of the
following month.)
2. Field confirmation results and field service site checks shall be displayed/mapped
through the web-based reporting system on each monitor site's hydrograph and
scattergraph.
3. Service Provider shall provide an annual report (October of the former calendar
year through September of the following year). The report to be sent to the
County designee in compact disc / or USB flash drive data storage format
spreadsheet software for each wastewater flow monitor/rain gauge site by the
15th day of the month following the reporting timeframe. Spreadsheet files shall
include raw, edited/final analyst reviewed data sets for each flow monitor: depth
(15 minute, hourly), velocity (15 minute, hourly) and flow (15 minute, hourly,

daily) and for each rain gauge: depth (5 minute, hourly, daily). Report shall also
include individual monitor and rain gauge site narrative with record of anomalies
and service history.
Additional Requirements
1. Ability to create templates for daily system generated monitoring reports on
criteria determined by the County (ex., low battery, low/high flow, etc.).
2. Provide software tools for site review and monitor and rain gauge performance,
flow balance analysis, and compilation and completion of I/I analyses.
3. Support for training the County in use of software tools and web-based
reporting system.
4. Monthly discussion and/or meeting between the Service Provider and the
County to review monitor and rain gauge data and equipment performance.
FORM OF PROPOSAL
The following information shall be submitted with the priced proposal in the
following format. Proposals shall be no more than twenty-five (25) pages, excluding
product specifications, with a one-page cover letter. Failure to provide the required
documentation in the proper format may result in the rejection of your bid.
Section 1 - Software
1. Provide a detailed description of the software proposed. Information shall be
specific to the proposed software, and at a minimum, shall specifically address
the items described in Field Confirmation and Data Analysis and Service History
Reporting sections.
2. Provide a demonstration version (version to provide the County the ability to
manipulate data) of the reporting software such that all capabilities of the

software can be verified. The submittal shall provide information to enable the
County the ability to confirm that the requirements as stated in the bid for the
Field Confirmation and Data Analysis and Service History Reporting sections can
be met.
Section 2 - Experience Statement
1. The Service Provider shall provide verification that they have the financial
capability to adequately meet the requirements of this contract.
2. The Service Provider shall have competent and sufficient staff with a
minimum of five (5) years of experience in the maintenance of the flow
monitor and rain gauge equipment included in the bid. Resumes of relevant
key personnel who will perform the proposed work shall be submitted for
review with the bid.
3. The Service Provider shall list with the bid five (5) representative monitor and
rain gauge network projects, including description of the project and length
of the contract. The list shall only include projects with which the team
proposed for this contract has had the full scope of project responsibility and
a reference for each of these projects including names, titles, addresses, and
current telephone numbers.
4. The Service Provider shall submit a copy of the confined space entry
procedures and safety procedures and certify compliance with OSHA
confined space safety regulations. Safety procedures shall comply with all
applicable safety regulations by all agencies with relevant jurisdiction.
5. The Service Provider shall have in their employment staff trained/certified by
OSHA (authorized entrant) in Permit-required Confined Space entry (e.g. sanitary
sewers where H2S present), as well as possesses or possessing the ability to
temporarily acquire the necessary safety equipment (including forced air

ventilation systems, SCBA, gas detection equipment) to perform said entry within
three (3) months of being awarded this bid. This included Level 2 award in self-
Contained Breathing Apparatus (SCBA) Training. Proof of training certifications
shall be provided to the County.
6. The Service Provider shall submit resumes for each individual (ex., sales,
repair and maintenance, data reporting) proposed as a contact with a
detailed description of their role. The Service Provider shall designate one (1)
primary contact person who will be the overall representative available to
discuss all aspects of the equipment purchase and services agreement with
representatives of the County.
7. The Service Provider shall provide documentation from the Original
Equipment Manufacturer (OEM) confirming their ability to obtain parts and/or
purchase new equipment from the OEM. In addition, the Service Provider
shall provide documentation from the OEM that the Service Provider is
qualified to perform installation, calibration, maintenance, and repair
services for the County's current flow monitor and rain gauge equipment.
Section 3 - Pricing Page
1. Provide prices requested on the attached form, signed by an official of the firm
authorized to do business with the County.
Section 4 - Location of Office
1. Provide the street address of the main point(s) of contact for this bid and the
location of those responsible for field services.
Section 5 - Distribution of Work
1. Provide the name of any projects currently in progress with New Castle County.
