Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures for certain commercial items (SAP-CI), as implemented by FAR 13.501(a) and as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on the Government Point of Entry (GPE) websites, the Navy Electronic Commerce Online (NECO) website (http://www.neco.navy.mil/) and the System of Award Management (SAM) website (sam.gov).

This is a Request for Quotation (RFQ) with the reference number: N0018925QZ291.The proposed contract action is for commercial services and will be being processed pursuant to FAR Part 12, FAR Part 13.5 and FAR Part 19.14.
The North American Industry Classification System (NAICS) code is 611420 and the Small Business Standard is $16.0M. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-03 and DFARS Change Notice 20250117. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Pentagon Directorate intends to solicit as a one hundred percent competitive Service Disabled, Veteran Owned Small Business (SDVOSB) set aside.
The procurement is for the continued instruction and delivery of advanced technical training of shipboard communication and network systems in support of the Center for Information Warfare Training (CIWT) Pensacola, FL Information and Communications Managers Course (ICMC) shipboard systems instruction in the Information Technology (IT) training continuum known as the ICMC program. See the RFQ provided as an attachment for details. The Government contemplates the award of a firm, fixed price (FFP) purchase order resulting from this solicitation. Quoters shall be required to submit both price and non-price quotes.
